Even after Stealth Rock, Garchomp can't come close to 2HKOing Clefable with Earthquake. Moonblast does a hefty chunk back to Garchomp, easily 2HKOing even with the lowest rolls possible.

Latios as a Check

The common life orb variant of Latios is a solid offensive check to SubSalac Chomp, as there are only a few situations where Garchomp comes out on top:

1. Garchomp sets up a sub as Lati switches in
2. Garchomp already has a salac boost
3. Latios switches into a Dragon Claw

In other scenarios, Latios can come in for free as Chomp SD's or EQ's and OHKO with Draco Meteor. Although Garchomp is able to win, Latios provides a lot of offensive pressure and has uses outside of checking Chomp.

Alternatively, Scarf Latios can do the same job better by outspeeding +1 Garchomp, but I decided to use the more common LO set as I believe it is more effective in the meta.

Defensive Mega Altaria is immune to Dragonite's main spam move, Outrage, and resists Fire Punch, taking minimal damage from it. Extreme Speed does, at best, 37%. The best Dragonite can do is Earthquake, which does at most 46%. After Rocks it has a very small chance to 2HKO however, which is mainly why it isn't a pure counter, but for the majority of the time, Dragonite won't be locked into Earthquake. From there, Altaria can proceed to Roost stall its PP out. It also 2HKOs with Hyper Voice if Multiscale is broken, or with any damage it OHKOs.
Alternatively, the KingDDD set also works in terms of this and has a chance to set up Dragon Dances on it, however it has a similar chance to be 2HKOed after Rocks, although the chance is less. Both sets work, so here's the King DDD set.

Kyurem-B can't repeatedly switch into Banded Dragonite (what can?), but that doesn't keep it from outspeeding (unless Extreme Speed is used) and OHKOing it with Ice Beam. A Rash nature is chosen over a Mild one to tank priority hits and, in this case, Dragonite's Extreme Speeds a little bit better. Fun fact: while Kyurem-B's Teravolt negates Dragonite's Multiscale, enabling it to deal more damage even when Dragonite is at full HP, Kyurem-B actually doesn't need it to OHKO Dragonite!
252+ Atk Choice Band Dragonite Extreme Speed vs. 0 HP / 0 Def Kyurem-B: 147-173 (37.5 - 44.2%) -- guaranteed 3HKO (guaranteed 2HKO after SR) ---> don't switch into that (or Outrage lol)!

Clefable can take any hit from Dragonite at least twice with maximal defense investment. In return, Clefable can 2hko Dragonite with Moonblast, while staying healthy with Wish + Protect. Protect can be very useful if hazards are up, as Clefable will recover 6% more health before taking a second hit. Heal Bell is nice too in case Fire Punch burns.

252+ Atk Choice Band Dragonite Earthquake vs. 248 HP / 252+ Def Clefable: 161-190 (40.9 - 48.3%) -- 10.9% chance to 2HKO after Stealth Rock and Leftovers recovery

Because of Protect this is a 0% chance to 2hko with only stealth rock, 1 spike or no hazards up and only a 11% chance when a combination of sand and stealth rock / 1 spike is up. Approximately a 60% chance to 2hko after a combination of stealth rock and 1 spike.

Skarmory is immune to Earthquake and takes very little from Outrage and Extreme Speed. It does get 2HKOed by Fire Punch about 1 in 5 times with Lefties and without SR up (and always does with it); however, it can use that to its advantage with Counter, as it will OHKO in return about 80% of the time (always does if Skarmory is running Rocky Helmet), with the bonus of ignoring Multiscale.

Takes any hit from the banded set except for superpower (which isnt listed as an option, it should be) and proceed to OHKO back with stone edge after multiscale is broken thanks to sand chip damage. You can even setup on it if the game you are playing let you do that!

Actually, I wouldn't say that P2 should be called a counter. In fact, this only works if P2 is at full health and there are no entry hazards laying on your side of the field: if P2's Multiscale is already broken upon entry, Dragonite outspeeds and easily 2HKOes it with Outrage.

To summarise, Outrage would 2HKO Wobbs, but any other move will miss the 2HKO, which means Wobbs can Counter for a KO on Dragonite.
Interestingly, if and only if Wobbs took prior 11.9% - 25.6% damage (or 1-2 SR damage for that matter), a min roll Outrage would bring it into Custap range, which means a DBond KO next turn, which would make Wobbs a counter.

112 HP / 144 Def / 252 SpD Calm is an alternate build which will always be brought down to Custap range by Outrage, but risks being 2HKOed by EQ if SR is up.
