Z-Celebrate turns Victini into a powerful and difficult to revenge kill setup sweeper capable of setting up against and threatening large portions of the metagame. After using Z-Celebrate, Victini outspeeds the entire unboosted metagame, as well as common Choice Scarf users such as Tapu Fini. The boost in Victini's defenses eases setup and makes it more difficult for priority such as Shadow Sneak from Aegislash and Sucker Punch from Meowscarada to revenge kill it, in addition to attacks from Pokemon such as Earthquake from Excadrill or an unboosted Waterfall from Mega Gyarados, giving it the option to setup against them. After setup, Victini's Searing Shot OHKOes most Aegislash variants after Stealth Rock. Stored Power pairs nicely with Z Celebrate, reaching 120 BP after setup, enabling Victini to deal massive damage to Fire-resistant foes such as Mega Aerodactyl and Tapu FIni, OHKOing the former after Stealth Rock. Focus Blast has good coverage alongside Victini's STAB moves, hitting top threats such as Mega Gyarados and Tyranitar, and its poor accuracy is mitigated somewhat by Victory Star. Alternatively, Energy Ball lets Victini destroy specially defensive Gastrodon, which otherwise takes little from even a boosted Stored Power. Z-Celebrate Victini fits best on hyper offense teams as a late-game cleaner. Entry hazard support from Mew, Iron Treads, and Meowscarda can help wear down foes such as Tapu Fini and Ting-Lu into range for Victini's attacks. Iron Treads also offers Rapid Spin to remove hazards for Victini. Other entry hazard removers that can be considered include Excadrill and Cinderace. Dual screens support from Grimmsnarl makes it easier for Victini to set up and makes it harder for Choice Scarf or priority users to revenge kill it. Good offensive partners for Victini include Mega Gyarados, Blaziken, and Autotomize Celesteela. Mega Gyarados can setup against and defeat bulky Psychic and Water-types that give Victini trouble, such as Mega Latias, Galarian Slowking, Slowbro and Dondozo. Blaziken can set up against common Pokemon used to revenge kill Victini, such as Choice Scarf Meowscarada. Finally, Celesteela and Victini share similar checks in specially bulky Pokemon like Gastrodon and Mega Latias, and they can weaken each others' checks to enable one of them to sweep.

[SET COMMENTS]
Victini is a great wallbreaker with Choice Band, packing a V-create strong enough to 2HKO Fire-resistant Pokemon as bulky as Gastrodon, offensive Tyranitar, and Tapu Fini. Trick lets Victini cripple an opposing physical wall such as Dondozo or Slowbro with a Choice item. U-turn gains momentum against foes such as Tyranitar and Mega Latias, wearing them down over the course of a game. Bolt Strike 2HKOes Slowbro and Drizzle Politoed, while also hiting Gyarados very hard, particularly if it hasn't yet Mega Evolved. Tera Fire powers V-create to astounding levels, giving Choice Band Victini a good chance to 2HKO Slowbro after Stealth Rock. Tera Fire also allows Victini to take less damage from Tyranitar's Pursuit. Choice Band Victini fits best on offensive and bulky offense teams, where it serves as a powerful early-to-midgame wallbreaker. Victini is vulnerable to all forms of entry hazards, and therefore appreciates entry hazard removal from Excadrill, Iron Treads, or Tapu Fini. Excadrill and Iron Treads can also set Stealth Rock to weaken Victini's checks such as Slowbro and Dondozo into range for its attacks. Victini also greatly enjoys U-turn or Teleport support to let it hit the field to launch its powerful V-creates. Meowscarada, Scizor, or Slowbro are all good Pokemon that fulfill this role. Scizor can even trap some of Victini's checks, such as Mega Latias, with Pursuit. A partner that can take advantage of bulky Water-types such as Slowbro, such as Aegislash running a Substitute + Toxic set, is also appreciated. Sun support from Ninetales is an interesting option to power up Victini's V-create even further. Finally, a good late-game cleaner such as Autotomize Celesteela or Mega Gyarados can finish off a team weakened by Victini. On sun teams, Venusaur is a good option for a cleaner that pairs well with Victini.

Just a quick question: would it be preferred to split the Choice set into Choice Band and Choice Scarf or just leave it as one set?

Stored Power pairs nicely with Z Celebrate, reaching 120 BP after setup, enabling Victini to deal massive damage to Fire-resistant foes such as Cinderace Mega Aerodactyl (Ace doesn't really threaten you besides sucker and MAero has been picking up for a bit vs offense so it makes for a better example) and Tapu FIni, OHKOing the former after Stealth Rock. (Very important in breaking past Unaware mons as well since ability doesn't ignore the SP boost) Focus Blast has good coverage alongside Victini's STAB moves, hitting top threats such as Mega Gyarados and Tyranitar, and its poor accuracy is mitigated somewhat by Victory Star. Alternatively, Energy Ball lets Victini destroy specially defensive Gastrodon, which otherwise takes little from even a boosted Stored Power. Z-Celebrate Victini fits best on hyper offense teams as a wallbreaker (Victini doesn't rlly have the power to do this by itself, so its better to leave it as a sweeper only imo) and late-game cleaner. (Give mention to Screens Grimmsnarl, which makes chipping it down to most Scarfer ranges harder as well) Entry hazard support from Mew, Iron Treads, and Meowscarda can help wear down foes such as Tapu Fini and bulky Aegislash variants (You already beat this with minimal chip anyways, I'd go with Ting-Lu instead since its usually a big issue for Vic and HO in general) into range for Victini's attacks. Choice Band Victini fits best on offensive and bulky offense teams, where it serves as a powerful early-to-midgame wallbreaker. (Band Tini usually needs to commit a lot to breaking past its usual checks like Slowbro when not on sun que to how easily it gets chipped down, so something it can pivot into which abuses them like SubTox Aegi could be worth mentioning here) Victini is vulnerable to all forms of entry hazards, and therefore appreciates entry hazard removal from Excadrill, Iron Treads, or Latios Tapu Fini. Excadrill and Iron Treads can also set Stealth Rock to weaken Victini's checks such as Slowbro and Dondozo into range for its attacks. Victini also greatly enjoys U-turn or Volt Switch support to let it hit the field to launch its powerful V-creates. Finally, a good late-game cleaner such as Autotomize Celesteela or Mega Gyarados can finish off a team weakened by Victini.

(Mention that Band Tini also finds use on Sun which benefits a lot from it being the best breaker on those teams, on top of being able to run Chlorophyll Venusaur as a cleaner with it)

Alternatively, Energy Ball lets Victini destroy specially defensive Gastrodon, which otherwise takes little from even a boosted Stored Power. Iron Treads also offers Rapid Spin to remove hazards for Victini. Other entry hazard removers that can be considered include Excadrill and Cinderace. (Exca should just be merged into the other sentence if you're including it, and Ace is somewhat questionable here since it hasn't found use for Court Change yet without GholdyStack, even then, wouldn't be a proper mention for HO) Dual screens support from Grimmsnarl makes it easier for Victini to set up and makes it harder for Choice Scarf or priority users I'd ideally change this to defensive Pokemon like Hippowdon to chip it since that's the more appropriate scenario where the screens become notable, don't forget example Scarfers either. to revenge kill it. Good offensive partners for Victini include Mega Gyarados, Blaziken, and Autotomize Celesteela. Mega Gyarados can setup against and defeat bulky Psychic and Water-types that give Victini trouble, such as Mega Latias, Galarian Slowking, Slowbro (Pdef is 2HKOed by +1 SP already so no need to state this) and Dondozo. Blaziken can set up against common Pokemon used to revenge kill Victini, such as Choice Scarf Meowscarada. (CB Bolt Strike already OHKOes both from full, only exception is if Gyara megas straight after Intim, which it always tries to do in front of Vic, so wouldn't have to include this) Tera Fire powers V-create to astounding levels, giving Choice Band Victini it a good chance to 2HKO Slowbro after Stealth Rock. Scizor can even trap some of Victini's checks, such as Mega Latias, with Pursuit. Since Victini can struggle to reliably pressure some of its aforementioned checks, like Slowbro thanks to Regenerator, A partner that can take advantage of them bulky Water-types such as Slowbro, such as SubToxic Aegislash or Nasty Plot Hydreigon running a Substitute + Toxic set, (There needs more emphasis on the commitment aspect so I reworded it). is also appreciated. Sun support from Ninetales is an interesting option to power up Victini's V-create even further. (List some feats that only Sun can provide for Vic, especially in conjunction with Tera, stuff like Tera Water Buzz and Slowbro with prediction make the most sense). Finally, a good late-game cleaner such as Autotomize Celesteela or Mega Gyarados can finish off a team weakened by Victini. On sun teams, Venusaur is a good option for a cleaner that pairs well with Victini, and enjoys its ability to punish Pokemon (What are mons that check Venusaur which Victini can double on?) used to check it.

Would mostly focus on the proofreading aspect before GP, had to do some minor information cleanup and bring up a few missing details from the last check which I've restated here.

Implement the above carefully and I can give this 1/1.
