General overview of the Pokemon, positives/negatives

Positives:
- Expansive movepool allows it to be rather flexible in what it can run on both the special and physical side
- The loss of Z-moves and Mega Stones allows Victini to punish foes with Trick more easily
- Typing lets it check foes like Clefable, Jirachi, Blaziken (lacking EQ), Tapu Bulu (lacking Stone Edge)
- Benefits greatly from the lack of Pursuit

Negatives:
- Rather middling Speed tier in a metagame that became a lot faster
- Has access to no boosting moves except Work Up and Power-Up Punch, leaving it reliant on its immediate power or a Choice Band
- Without Heavy-Duty boots it can be worn down by Stealth Rock easily.
- Physical sets have issues breaking past Ground-types like Landorus-T, Garchomp, and Phys Def Hippowdon
- Prone to being revenge killed by priority like Sucker Punch from Urshifu-S or Shadow Sneak from Aegislash
- Competing with Blaziken

Victini @ Heavy-Duty Boots
Ability: Victory Star
EVs: 4 HP / 252 SpA / 252 Spe
Timid Nature

I've really been enjoying Boots Victini and have mainly resorted to a special set. There are a couple of reasons for this. Blue Flare allows you to OHKO Melmetal and helps you avoid being worn down by Rocky Helmet users like Toxapex and Garchomp. The burn chance also makes the move rather spammable against these foes. Thunder lets you 2HKO Phys Def Toxapex and Tapu Fini after Stealth Rock and 2HKO Slowbro. Glaciate allows you to lure in and remove Garchomp, Zygarde, and Landorus-T. The Speed drop also helps you deal with the Lati twins easier. The last slot is flexible and you can more or less run whatever you want. Scorching Sands lures Heatran, Energy Ball can help remove Pokemon like Rotom-W, Swampert, and Rhyperior, and U-turn allows you to generate momentum. You can run a Mixed set depending on how defensive threats adapt in the metagame so options like V-create and Bolt Strike can be considered.

Ability: Victory Star

Decent Speed control that is faster than Choice Scarf Genesect, DD Kyurem-B and Zygarde at +1. Without Final Gambit you can't actually revenge kill the latter two and with max HP it basically guarantees a KO against offense. It can also help pick off a weakened defensive wall. Bolt Strike is still an option to hit Water-types and you should run max Atk if so. Trick allows you to get away with only Fire STAB to cripple foes like Toxapex and Slowbro. The main issue with this set is you can't click Final Gambit too freely against teams with Dragapult. Maybe you can run a Mixed Choice Scarf set.

Victini @ Choice Band
Ability: Victory Star
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- V-create
- Bolt Strike
- U-turn
- Trick / Zen Headbutt

Strong wallbreaker that can pretty much plough through teams with V-create and Bolt Strike. CB notably letting you 2HKO Dragapult, Toxapex, etc. Zen Headbutt can be used as it is good neutral coverage against some of the foes that switch into it like Garchomp, Landorus-T, and Toxapex. I can't see much other coverage options worth using other than Toxic.
 
It is worth noting tht Victini has the "most accurate" Focus Blast with 77% accuracy if we consider the boost provided by its ability.

I think that even a pivot set with Heavy-Duty Boots is possible because this pokemon has a lot of supporting moves (i.e. WoW, Trick, U-turn and so on) and moves with high base power.
Even without EVs and nature investment, Victini hits reasonably hard. It woudn't be the strongest pokemon in OU, but it has both typing and movepool to be used.
 
On your first set you have listed, I would recommend including Encore as an option (at the very end because you only really want it in specific builds). Encore allows Victini to abuse Calm Mind users attempting to set up on it, such as Clefable and the Eon Twins, and then pivot via U-turn into your check/answer. It can also punish Screens users, such as Regieleki or Tapu Koko, as well as Hazard setters and removers, such as Swampert or Mandibuzz. I would maybe also include some Toxic+Taunt set to function as a stallbreaker, but I haven't tested that yet, so I cannot comment on it's efficiency, as of writing this post.
