Vivillon is able to use the lack of Sleep Clause in Anything Goes to its advantage. Utilizing its ability Compound Eyes to have near 100% accurate Sleep Powders, Vivillon can put any foe to sleep apart from Grass-types such as Ferrothorn, and Safety Goggles holders such as Zygarde. Substitute allows Vivillon to safely set up and take advantage of the sleeping opponent. Quiver Dance is an essential move as it boosts its unimpressive Speed and special Attack stats, helping it to sweep.
Hurricane is opted for as its sole attack, being a reliable STAB option with solid accuracy after the Compound Eyes boost.
The EV spread lets Vivillon survive several priority moves such as Arceus and Mega Rayquaza’s extreme speeds. Maximum Speed with a Timid nature is preferred to allow Vivillon to outspeed most support Arceus forms and Smeargle. The rest is invested into Special Attack to maximize damage output.
Leftovers is the preferred item as it increases Vivillon’s longevity thanks to the free turns that Sleep Powder provides, while additionally allowing it to use Substitute consistently.

Vivillon fits best on Hyper Offense teams, especially ones with Sticky Web due to its mediocre speed tier and awful bulk. Ideal teammates for Vivillon include Smeargle, as it is best Sticky Web setter in the tier. Primal or Choice Specs Kyogre is another great choice, as it too benefits from sticky web while pressuring Ho-oh, which can Defog away the Sticky Web and Whirlwind Vivillon out. Dragon Dance Zygarde is another option, with the ability to turn Ferrothorn and Necrozma Dusk Mane into setup bait, which can otherwise be nuisances to Vivillon, especially if Stealth Rock is up in the case of Dusk Mane.

Leftovers is the preferred item as it enables Vivillon to increase its longevity thanks to the free turns Sleep Powder provides, while additionally allowing it to set up Substitute repeatedly.

Vivillon fits best on Hyper Offense teams, especially Sticky Webs, due to its middling speed tier and horrendous bulk. Ideal teammates for Vivillon include Smeargle, as it is the best Webs setter in the tier. Additionally, Primal Kyogre is a great teammate, as it benefits greatly from Webs as well, while also pressuring the troublesome Ho-Oh, which can Defog away Webs and Whirlwind out Vivillon. Dragon Dance Zygarde is also a great pick, as it can turn both Ferrothorn and Necrozma Dusk Mane into setup bait, which can otherwise be great nuisances to Vivillon, especially if it has taken Rocks chip in the case of Dusk Mane.

I appreciate the advice. I have implemented your suggestions with minor changes. Thank you. You really helped me clear this up, especially the second section.
