Alolan Vulpix mainly aims to help setup sweepers set up more safely thanks to the damage reduction of Aurora Veil. Freeze-Dry is a decently strong super effective attack for Gourgeist-L, Hippopotas, and Vullaby that also hits Water-types. Encore can be used as additional support for setup sweepers by locking the foe into a move that can't threaten your team, such as an entry hazard move like Stealth Rock. If you don't run Blizzard, you can run Hypnosis for further support. Light Clay is used to extend the duration of Aurora Veil to allow your setup sweepers more turns of protection. As an alternative, you can run Icy Rock to extend Hail's duration for Pokemon that benefit from having Hail active, like Beartic.

It is mainly used as a lead, setting up Aurora Veil on Turn 1, though it can be switched back in to set it up again at pretty much any point it can come in safely, either through pivots or from switching in on something that won't do much damage (This is more of a usage tip than a set detail, so it shouldn't be here). Freeze Dry is this set's main form of attack, being a decently strong Ice-type attack for Gourgeist-L, Hippopotas, and Vullaby that also hits Water-types like Wartortle and Whiscash super-effectively. Other things Freeze Dry hits include Gourgeist-L, Hippopotas, and Vullaby (Condensed this in previous sentence). Encore can be used as additional support for set-up sweepers by locking the opponent into a move that can't threaten your team, such as hazard moves like Stealth Rock, or moves that won't do much damage to your set-up sweeper. Blizzard is a stronger attack that deals a lot more damage than Freeze Dry, but it’s less accurate. Alternatively, If not Blizzard, Hypnosis can be run for further support by putting a Pokémon that threatens your team to sleep (Blizzard is just another STAB attack that doesn't need its own sentence, especially when Freeze Dry already explains the merits of Ice coverage). Light Clay is used to extend the duration of Aurora Veil to allow more of your team to set up and protect your team for longer. As an alternative, you can run an Icy Rock to extend Hail’s duration for supporting Pokemon that benefit from having Hail active, like Beartic.

Krokorok is an example of a lead for offensive teams that are ran with veil, and can be lumped with other examples like Lunatone and Glalie. Finally, more setup sweepers like Gothitelle, Fraxure, and Flame Charge Gourgeist-L should be mentioned as interchangeable sweepers these teams rely on. You can fit these examples into your previous points, and still emphasize why a sweeper like Wartortle is particularly effective if you wish!)

Aurora veil is banned btw
Curse you NU! Well, I doubt Alolan Vulpix will be at all viable now without Aurora Veil, as it was the entire reason it was ranked. We can probably just cancel this analysis. Thanks anyway guys.
This is why I think ban transitivity is a bad idea.
