[OVERVIEW]
Despite having access to the strong Water Spout, Wailmer lacks of the offensive presence to take advantage of it properly, as its Special Attack is low, and a lack of coverage options leaves it walled by a majority of threats in the metagame. Relying on Water Spout as an attacking move also means Wailmer is severely crippled by chip damage from entry hazards and priority moves, reducing its effectiveness. Its Speed allows many metagame threats such as Snivy and Gastly to outspeed it and KO it, as Wailmer isn't very bulky, which forces it to run Choice Scarf. Furthermore, its defensive stats leave it with mediocre bulk. Finally, Staryu, Wingull, and Frillish are better specially offensive Water-types, with the two former boasting better coverage, power, and Speed and the latter being a much better Water Spout user, which invalidates Wailmer's use on any serious team.

Wailmer can act as a wallbreaker and late-game cleaner thanks to Choice Scarf and the raw power of Water Spout, but as mentioned above, Staryu and Wingull outclass Wailmer due to having more coverage options, better offensive stats and higher Speed. Frillish is a more reliable Choice Scarf Water Spout user due to better bulk, an immunity to Fake Out, and a secondary STAB attack in Shadow Ball.

"strong Water Spout and having a massive HP stat" this is misleading because it implies that the actual HP stat is what makes Water Spout more powerful when it's strictly percentage based. I'd prefer that you move the sentence about Wailmer's high HP to later, when you mention Wailmer's bulk, explain that while Wailmer has high HP its low Defense and Special Defense leave it with mediocre bulk overall.

When mentioning the other Water-types that outclass Wailmer take out "bulk" since Wingull and Staryu aren't really bulkier than Wailmer.

Keep the first sentence basically as it is until you finish the Staryu and Wingull bit (and make sure to say offensive stats, not just offensive), then have a second sentence explaining why Frillish is a better Water Spout choice scarf user (better typing leaves it immune to Fake Out, higher bulk, second STAB move).

  • "a lack of decent coverage options bar Ice Beam makes it hard to deal with Pokemon that it would handle well on paper" - I don't think this is necessarily super true, and its more accurate to say that lack of coverage leaves it easily walled by a lot of the metagame.
  • "While it has a high HP stat, its defensive stats leave it with mediocre bulk" - you already basically say this in the previous sentence. I'd remove it.
  • I'd also mention the inconsistency of relying on Water Spout, as hazards or even priority attacks can immediately ensure that you aren't hitting very hard
  • I'd specify that Frillish is a better Water Spout user, and the other two are better general specially offensive water types, and then why. (update: I guess you do this below too, but I'd like it here)
