Personally I felt that the Decreased accuracy on stun spore in Victreebel adds too much unreliability to an already risky strategy. Furthermore sleep isn't as good a status on wrap teams, as wrap allows the opponent to maneuver free sleep turns.

And while Razor leaf helps with Rhydon, The dragon's surfs and blizzards do this as well. And it gets walled by gengar as well.

Conclusion, weepinbell would serve strictly as a 5th wrapper behind the 2 dragons, Arbok and Victreebel. That said, it is a pretty straightforward idea, so the question is begged, who would be the 6th wrapper? Your bet is as good as mine.
