[Overview]
With the ability to run a physically-biased offensive set, Weepinbell differentiates itself from the other prominent sun hyper offense Pokemon such as Tangela and Bellossom. While Tropius does compete with Weepinbell as a physical Chlorophyll sweeper, Weepinbell sports not only a higher base Attack stat but also higher base power on its physical STAB move. However, Weepinbell is exceedingly frail, being 2HKOed even by neutral hits such as Mawile's Hidden Power Steel and Relicanth's Rock Slide. Weepinbell is also not particularly fast outside of sun and is susceptible to being revenge killed easily. Weepinbell also has an exceedingly difficult time breaking past certain Pokemon such as Golbat and Pelipper, as its Poison + Ground coverage only covers so much. Lastly, Weepinbell does not fit on any team archetype outside of sun hyper offense, as otherwise it's outclassed by other Grass- and Poison-types Pokemon such as Cacturne, Roselia, and Arbok.

[SET COMMENTS]
Sunny Day activates Weepinbell's own Chlorophyll ability, doubling its Speed for the duration of the sun. Sludge Bomb is Weepinbell's strongest attack, severely damaging top-tier threats such as Hitmonchan and Flareon. Hidden Power Ground hits opposing Rock-, Poison-, and Steel-types such as Magcargo, Arbok, Mawile, and Metang that would otherwise resist or be immune to Weepinbell's Poison-type STAB. Solar Beam helps Weepinbell break through opposing Water-types and the best attacking option against physically defensive Pokemon such as Lairon and Graveler. Swords Dance boosts Weepinbell's physical Attack stat to absurd levels, allowing Weepinbell to OHKO a large portion of the metagame if successfully used. Sleep Powder generates free turns for Weepinbell to set up the sun once more or fire off extra hits.

[ADDITIONAL SET COMMENTS]
Maximum Attack and Speed EVs allow Weepinbell to fire strong attacks and outspeed the entirety of the metagame under the sun. An alternate spread of 252 Atk / 4 Def / 252 Spe and a Jolly nature can be used if one opts to not run Solarbeam. Poison Barb boosts Weepinbell's strongest and most spammable attack, Sludge Bomb, helping reach important KOs such as the 2HKO of physically defensive Tangela. Suicide leads such as Glalie and Swalot can not only assist Weepinbell but also other members of a sun hyper offense team by setting up Spikes or Sunny Day and then using Explosion to allow the next Pokemon to switch in safely. Bellossom, Tangela, and Flareon all make fantastic partners as well for Weepinbell, forming a solid offense core that takes advantage of the sun activating Chlorophyll or boosting Fire-type STAB. Pokemon that can beat both Golbat and Pelipper such as Sudowoodo, Pikachu, and Plusle, can help Weepinbell pave its way towards a sweep. Weepinbell should be brought in late-game as it lacks the power to immediately break through really bulky Pokemon such as Sableye without a Swords Dance boost but excels at cleaning up thanks to its high speed in the sun and mixed capability, making it rough for offense teams to face.

[Other Options]
Hidden Power Rock can be used to hit opposing Bug- and Flying-type Pokemon such as Venomoth, Yanma, and Pidgeot for super effective damage. This, however, comes at the cost of no longer being able to adequately deal with Steel-types such as Mawile and Metang. Hidden Power Fire can be used with a more specially-oriented attacking set. However, such a set makes it hard for Weepinbell to distinguish itself from other special attacking Chlorophyll sweepers such as Tangela and Bellossom. Leftovers gives Weepinbell gradual recovery, but Weepinbell is so incredibly frail, what little health it would restore pales in comparison to the extra damage output Poison Barb gives Sludge Bomb.

[Checks and Counters]
Golbat is the ultimate check to Weepinbell, as it resists all three of its attacks with ease and KO it back with an Aerial Ace. Golbat must be careful, however of the rare Hidden Power Rock. Pelipper is another great check to Weepinbell, as it can eat an unboosted Sludge Bomb and fire back with an Ice Beam. Tangela can also act as a stop to Weepinbell, as the Sunny Day sweeper set outspeeds Weepinbell and KOs it with Hidden Power, and the physically defensive set can stomach a +0 Sludge Bomb and retaliate with a Sleep Powder or Stun Spore. Anything Pokemon that is faster than Weepinbell outside of sun, including Hitmonchan, Haunter, and Pidgeot, can take advantage of its frail 65/50/45 defensive stats. If Weepinbell opts to not run Solar Beam and Sleep Clause is in effect, Huntail can eat a Sludge Bomb, set up Rain Dance, and countersweep.

I honestly think the set should be:
Sunny Day
Sludge Bomb
Hidden Power Ground
Solar Beam / Swords Dance / Sleep Powder

Getting something to set sun for you and to then safely get something as frail as weepinbell on the field is so difficult, not to mention and then follow that with an SD, leaving a crippled weep a total of two turns to click moves, and in that kind of effort you might as well just use bellossom. Therefore, weepinbell should be self sufficient, and this set accomplishes that by letting it set sun itself. Now, dropping sleep powder sounds insane, but honestly weepinbell should be wallbreaking or endgame sweeping only. If you want a full sweep or a better team player bring tang or bell. And weep really doesn't even need SD to accomplish a sweep, base 90 Attack is really good for something as fast as weepinbell in the sun, and the thing it has over bell and tang is the option to go mixed. Trop can too but sludge bomb hits way way harder than its hp flying. Solar beam makes sure weep can break through the waters you need to and is weeps best move against a lot of things.

Shuckle is irrelevant to the NU metagame so I would probably just remove those mentions and replace it with something like Sableye, Swalot, Lickitung, or Pelipper. I've also never seen an Onix so I would be hesitant on including it despite it being able to Sunny Day and Explode, I would probably choose something a bit more reliable like Swalot if doing that honestly.

Also highlight the need to bring it late-game as it lacks the power to break through really bulky things (which also makes it bad against stall teams unless you think you can get an SD in), but excels at cleaning up thanks to its high speed in the sun and mixed capability, making it rough for offense teams to face.

Other than that you can write this up and move it into GP
