The only reason to have captain signups is imo to either 1) find out which new teams will signup (not needed in 1v1wc) and 2) if you need managers to vote on something before the tour actually start (again not needed). In most WC tours, like WCoP, captains are already determined a while ago by their teams especially if teams stays the same, so there is no need for people to signup. Also, RoA Olympics, which is WC, doesn't uses a captain signup as well as old WCoP's/POWC/WCoPP (the switched happened in WCoP, because a qualifying phase was introduced).

Again, except if you have a very fragmented community with 5 different captains pairs that won't play for each other, then this matters. But if you just have 1 community, then just pick your manager in discord so the hosts don't need to look again through 4 meme signups and 3 real signups to figure out the manager of USA East. If this format doesn't work we can change it for next year, but I don't see an issue with it.
