I'd like to see another phazer made out of Cune (Roar), Skarm (WW), or Celebi (Perish Song helps beat last pokes).

Two reflects makes little sense.

EDIT: Zapdos phazes along with Steelix, I forgot. But put Toxic>Roar on it or put Toxic on one of the others above if not making them phazers. Steelix will phaze Raikou good enough, which is why I lean towards having Toxic Zap and one of the others phaze.
