They are trying to make it as close to link battling as possible. That is why Acid Rain is being implemented. About the mimic thing. It would be annoying to have to beat XD once for every pokemon you want mimic to be on.

Some pokemon could still get ridiculous movesets. Almost every pokemon in the first 3 gens and a good handfull of some 4th-gens get 1 free move. Also, if what alakapimp said is correct, those same pokemon could learn more than one move. Azumarill with Belly-Drum and Aqua Jet is still possible...
