I don't think CB is viable. Dragonair is neither fast (so it can't clean up), strong (granted, Outrage makes up for this somewhat), or bulky (so it can't tank).

I'd at least mention Substitute on the NP set because it really helps Porygon-Z with the fuckload of priority and faster Pokemon in the tier.

Heavy Slam has mediocre coverage and doesn't really hit anything much harder, if at all, than Wailord's coverage moves. Personally I'd go with Hydro Pump / Surf over that to have a reliable STAB move in the event that Wailord's HP is too low to abuse Water Spout.

I find Klinklang to be underrated as well. The lack of steel types is a great help for him. He hits deceptively hard and can even break through many common physical walls in RU. +1 LO Klinklang has a good change to 2HKO a healthy Tangrowth after SR (44.1% - 55.2%) and deals 40.4% - 47.9% to...
