Depends on the bulk of Celebi and sweeper, and what else you are using it for. However, I would consider making sure you are not outsped by Major threats to Celebi, unless you want it to die.

Also, it is worth noting that Steel type Pokemon have commonly less HP than other types (1. Is 100 with Jirachi, 2. is 84 with Empoleon, which is beaten by Yanmega)

First change I would make, use Chesto Berry over Leftovers. This means you can Belly Drum, Rest, then start sweeping. This only really works if all your oppnents Fighting Types are dead though.

It checks all of the Pokemon currently in your possesion, excluding any Pokemon given to the GTS. I don't think anyone has attempted a RNG on it.

I'm thinking that it is not worth slashing Bounce on Offensive DD'Dos, keeping it on SubBounce, but keeping a mention to Bounce in Offensive DD'Dos. Mainly because Bounce would be used to hit Grass Types. Over two turns, Ice Fang would out-damage Bounce.

For me to clarify: If a Pokemon is created artificially by a ROM or AR, then it will not be legit. If you used the ROM for a fast Egg Hatch code, then it will be semi-legit.

I'm not entirely sure what you are asking. I interperit it as: If I create a Pokemon on a ROM, will it be counted as legit? If so, then no. To understand what Taps meant, you need to read the RNG Guides, it should be explaned there. (I mean tapping as in like poking something)

I'm fairly sure that a Pokemon created by a ROM is hacked, but if you use it just to find out how many Taps you need to do or something, it would still be legit.
