Probably because Tailwind is a level-up move for Fletchling. It's possible the breeding mechanics were overhauled this gen, though. One change I know of is that now either parent can hold an everstone to pass down their nature.

I can confirm that Fletchling DOES NOT learn Air Slash as an egg move. Bred a Fletchling with a Noctowl and Air Slash did not pass down. Unfortunate too, I was going to be innovative by breeding a special attacking Talonflame with Air Slash and Fire Blast. Ditching that dream now.

#1 or not, you're doing something wrong if you use Dragonite while simultaneously having no spinner on your team to take care of Stealth Rocks. And for you, I'd recommend Starmie to fill that role. That is the best 2 cents I can offer you.
