Shoddy Server Installation Problem

hey, i've been start up a server on Shoddy but i've been getting this problem

wrapper | OpenSCManager failed - Access is denied. (0x5)

i'm running this as an admin, and dont understand why it isn't working :(
help?

Build it from source, you wont need this.

EDIT: By this I mean the executable downloaded from ShoddyBattle.com

erm.. i dont understand what you mean by that
EDIT: i tried using the exe file provided for windows but i got the following error:

Unable to access jarfile \s138
