Overview
########

+ Insane speed while in the rain. It will murder your families, it's so fast.
+ Tops out at 17 Special Attack
+ Access to Hydro Pump, a great source of damage, especially in the rain.
+ Really damn cute
- Dependent on rain, which was nerfed.
- Access to Dragon Dance, but a mediocre attack stat.
- Horsea requires a lot of support. Two or three viable Pokemon for Horsea to switch out to are necessary.
- Doesn't have a cool looking shiny version.

Moves
========

- Hydro Pump deals the damages, even against major threats in the tier.
- Ice Beam is a bird killer, mainly, as well as an assistance for grass Pokemon that Horsea hates.
- Run Substitute in cases of status users that could inhibit Horsea's sweep, like Murkrow.
- Rain Dance can be used to start Horsea's sweep.
- Hidden Power Grass hits other Swift Swim Pokemon that might try to take advantage of the rain, like Omanyte.
- Hidden Power Ground hits Magnemite and Chinchou, other Pokemon that resist Hydro Pump and Ice Beam.

Set Details
========

- Max out Speed and Special Attack, and dump the rest into special defense.
- Life orb adds a significant boost to the damage output.
- Modest increases Special Attack to 17, an impressive special attack.
- Swift Swim allows speed to double, so play Horsea while it's raining.

Usage Tips
========

- Eliminate Pokemon that could halt Horsea's sweep before starting the rain.
- Give Horsea as many turns in the rain as possible. Don't waste time splashing around in it.
- Fletchling, a seriously problem in LC, can't break through Horsea very well. But Horsea can damage against Fletchling quite well.

Team Options
========

- Surskrit, Frillish and Purrloin, run a mean rain dance.
- Mienfoo, especially, is a great Rain Starter, as it can set up Rain, U-turn out, and any damage it had taken up to that point is slashed by Regenerator.
- If Horsea isn't setting up the rain, consider giving whatever is a Damp Rock. Increase Horsea's sweeping potential by opening up an item slot and a moveslot.
- Ferroseed is a great counter to Chinchou, being able to switch in on any of its moves and kill it if it doesn't switch out. Also a good switch in for Cottonee.
- Setters are useful, as some of Horsea's attacks can be weak. The damage of rocks and spikes helps weaken Pokemon and break Sturdy.
- Chinchou is immune to Electric-type moves, and a slow Volt-Switch helps get Horsea in safely.

Moves
========

- Focus Energy takes advantage of the damage boost of Sniper.
- Agility makes up for the average speed that Horsea reaches.
- Hydro Pump, along with STAB, proves an insane source of damage.
- Ice Beam deals with the grass types that Horsea has problems with, as well as flying types.

Set Details
========

- Special Attack and Speed are, again, the most important, as Horsea is to some extent a glass cannon. The rest goes in Special Defense.
- Scope Lens increases the chance of critical hits. Good on a Sniper/Focus Energy set.
- Modest is for more damage out put, while Timid is for more speed.
- Sniper increases the damage of critical hits, so pray to the Internet Gods for crits.

Usage Tips
========

- Give it time to get of its Focus Energy and Agility, otherwise your sweep will be inhibited. The meta game rarely allows two chances to set up. Once you have your chance, take it and go.
- Clear away major threats, like Chinchou and Foongus, before sending Horsea out.
- Hyrdo Pump is extremely powerful. It can break through some pretty tough walls, but if it isn't looking like you can get through, don't give them the opportunity to set up while you futility attack them over and over.

Team Options
========

- Torchic: Everybody wants a couple speed boosts passed to them, but Horsea would really crush with the speed.
- More ground types that are immune to electric, like Cubone and Drilbur.
- Ferroseed any attacks that would be Super-Effective against Horsea, as well as being immune to several of the status moves that would cripple Horsea.
- Chinchou is immune to electric type moves and will eat them up, as well as take down most of the Pokemon that are supplying them (with the exception of other Chinchou).
- Cottonee's encore can really facilitate Horsea's setup by forcing the opposing Pokemon to switch out, or at least forcing them to use an ineffective move over and over again.


Other Options
########

- Try a Dragon Dance set, maybe using Waterfall, Double-Edge, Outrage, or Bounce.
- Horsea also has Rest and Sleep Talk, if that's the kind of thing that you're into.
- On the Swift Swim set, experiment with various Hidden Powers, and find what fits best with your playstyle.
- There isn't much room to be creative on the Focus Energy set. Ice beam is the only move that can change, and even that would be questionable.

Checks & Counters
########

**Electric-types**: Chinchou and Magnemite especially provide a challenge, as Horsea has no means of breaking through either of them even when it does outspeed them.

**Ferroseed**: . Ferroseed resists Horsea's STAB Hydro Pump, as well as all other moves. Even HP Fire doesn't OHKO Ferroseed in the rain.

**Priority Users**: Fletchling or Timburr can be obstruct Horsea's sweep because it ignores any Speed boosts that Horsea might accumulate.

**Speed Control**: Especially moves like Tailwind or Thunder Wave provide a challenge, since Horsea is banking off of it's ability to out speed.

**Cottonee**: Encore can lock Focus Energy Horsea into either Agility or Focus Energy and can cripple and un-Substituted Horsea with a paralysis.

**Foongus**: Foongus can survive an Ice Beam, as well as Giga Drain right back, OHKOing Horsea and restoring a good portion of its health.

I'd say a critdra set could be used (critsea I guess?) where you have sniper scope lens and focu energy so that every move is a crit.

I was going to do a Sniper set next, but I feel like Swift Swim shouldn't be overlooked.

Are you both suggesting that I run Sniper with a Scope Lens?

Actually, Rain hasn't changed in LC, it never had Auto-Rain.

I think Scald shouldn't be there, Horsea should be spamming Hydro Pump on everything, there are better Scald users out there and Horsea isn't frail on the physical side, it hits 14 Def which is the same as BJ Pawniard. For a better 100 Acc move you should mention (or slash) Surf.

Rain Dance is a better Slash with Sub and HP Fire should have its own slot, while weak on rain, has a chance to OHKO Ferroseed outside of it. Maybe slash HP Grass for Chinchou or mention it in OO.

Mienfoo is a good partner: has U-turn + Regenerator and sets up Rain easily. It also threatens Ferroseed and removes Eviolites and BJ to ease a sweep.

Ferroseed can defeat Chinchou and synergizes well with Rain in general, it also avoids Stun Spore from Cottonee/random Grass-types and threatens with a SE Steel-type attack.

Speaking of which, Cottonee should have a mention in CC as it can Encore Focus Energy or Agility on the second set and Stun Spore the first one if lacking Sub.
 
I see that you say to counter enemy Chinchou, you just use one of your own. I fail to see how your team's Chinchou will beat the other. Will your Chinchou out-Chinchou the other Chinchou?

Good_Luck!, by weather nerf, I meant how weather no longer lasts forever, not the lack of Drizzle.

As for the rest of your's and athleteandy1's comments, duly noted and edited.
 
don't slash life orb on FE set

focus energy + scope lens = 100% crit chance = better than life orb

teammates = stuff that kills water types (chinchou immune to electric and has volt switch to bring horsea in, offensive cottonee has encore to help with setup and wrecks with giga drain, croagunk tanks water hits and kills munchlax)

also hp fire on a rain sweeper REALLY seems like a shit idea, signal beam hits snover, hp grass hits water types, and hp ground in oo maybe for gunk + chou

HP Grass isn't very good either. It'll only really OHKO Tirtouga, as far as common water types go. It's got a guaranteed 2HKO on Staryu and Chinchou, but both of them normally run electric-type moves and can OHKO Horsea. The teammate stuff you posted is good though. I'll take that, thanks.
 
Running some calcs, even a neutral Signal Beam (Pumpkaboo, Foongus and others) does more damage than a SE HP Fire in rain. Anyway, the only two 'mons you want to hit with HP Fire are Snover and Ferroseed. Snover takes away Rain and Horsea shouldn't stay on it, and using HP Fire on the switch requires lots of prediction; against Ferro you won't win anyway so HP Fire is worth a mention maybe, but Signal Beam should be in the slot.

Too bad for Hidden Power, it takes away all the coverage for Horsea.
