If it is similar to previous generations;

Long Version

The game rolls a PID for the Pokémon, let's say ABCD EF12 (in hex). Then the ESV would be ABCD^EF12>>4 = 1101.
If the game recognises that you are using Masuda Method parents (or have the Shiny Charm, or a combination of both) then it will now check whether this value matches your TSV. If it does, then it assigns said PID to the Pokémon, if it does not then it tries another PID, (say) 3456 7890. Again it calculates the ESV (1228) and checks if that matches yours. If it does, it stops, if not it (potentially) tries again.

Note: In previous generations it actually only changed part of the PID, but (for personal reasons) I think this has changed this generation.

It rolls an ESV stops if it matches your TSV, and if not rolls a new ESV.

Edit: Obviously, each time it does this your odds increase.
If it tries 2 it gives 2/4096 = 1 in 2048 odds; tries 3 it gives 3/4096 ~= 1 in 1365 odds; etc.

I can offer a 5IV female Adamant Huge Power Marill with Belly Drum and Aqua Jet in a Lure Ball, or a 3IV female Adamant Intimidate Scraggy w/ Fake Out, Ice Punch, Crunch, and Detect in a Luxury Ball. Morning Sun, by far. It's Arcanine's only reliable Recovery move, which is a big deal considering that bulky Fire-Type is one of his more distinct roles.

If you want, you can use both, since Iron Tail doesn't hit anything specific that Arcanine needs to beat.
