Yay I won :)
This week I have one that could work Decently
490.gif
Anti-Booster manaphy
Boosters Be Gone (Manaphy) @ Leftovers
Ability: Hydration
EVs: 236 HP / 60 Def / 76 SpA / 28 SpD / 108 Spe
Bold Nature
- Heart Swap
- Scald
- Knock Off
- Toxic / U-Turn
This set is specifically designed to fit on Semi-Stall and balanced builds to stop a large amount of boosting Pokemon from straight us sweeping you're team, such as clefable, Zard-X, Volcarona, Bisharp etc. with its super cool signature move, heart swap! Heart swap steals any of your opponents boosts, but it isn't just a psych-up clone, it actually removes the boosts from your opponent and gives them to you, for example, if a Charizard-X uses Dragon-Dance and manaphy uses heart swap, manaphy will be at +1 attack +1 speed, while the Zard will be at +0.

The Moveset is just heart swap for stealing boosts, scald for a reliable STAB and burns, Knock Off to shut down Calm Mind boosters leftover recovery, and either Toxic to stall mons out or U-Turn to grab momentum for your team-mates.

The EV's however, are a bit more complicated. The HP is to reach the highest possible leftovers number, the defence and boosting nature is to survive a +2 Jolly Zard-X's Dragon Claw after Stealth Rocks, the Special Attack is to 3HKO Specially Defensive Heatran after stealth rocks, the speed is to outrun jolly Bisharp, and the rest dumped in Special Defense for taking on special boosters better.

While it is a bit specialised and is probably VERY niche, it fills a specific niche that NOTHING else can do, which is stealing boosts with heart swap (I suppose Smeargle can but lol defensive smeargle), so it could find a valuable team-slot on certain teams.

Bulky pivot/tank Manaphy:

Manaphy @ Leftovers
EVs: 252 HP, 236 Atk, 20 S.Def
Adamant Nature

- Knock Off
- U-Turn
- Waterfall/Rest
- Heart Swap/Rain Dance/Safeguard/Rest

Pivot Manaphy is good for balanced teams, who want a nice pivoting tank. Knock Off is a good spammable move, allowing Manaphy to remove items, while U-Turn allows Manpahy to pivot. Waterfall is a good STAB move for Manaphy, but on defensive builds Rest can be used instead. The final slot can be whatever your team needs, Manaphy can stop setup sweepers with heart swap, set rain with rain dance, support with safeguard or have rest to heal if Manaphy is in a tight spot. The EVs allow Manaphy to have as much bulk as possible, tanking a SolarBeam from ZardY after rocks while having as much offensive power as possible. To have a defensive pivot, shift Manaphy's offensive EVs into defense and make it bold, with Rest and Rain Dance in the last 2 slots for healing.

Im trying to find the logic as to why people are using physically offensive manaphy variants with waterfall when scald is just vastly superior to it and will foster higher results due to burn chance and not being affected by intimidate. Am I missing something here?

Yeah, Waterfall is pretty bad, but I like the sound of a Knock Off Manaphy. Scald is already one of the most ridiculous moves in the game since you're generally going to take solid damage from it and/or risk suffering a burn. Knock Off is probably the one move that can out jerk Scald since having your item removed is one of the worst things that can happen to some Pokemon. Put them both together and you've got one of the most annoying Pokemon sets to switch into since you're probably getting your item removed or getting burned. Or both. That said, I really like the idea of ftwhero's specially defensive Manaphy with U-turn removed and Knock Off + Scald in those top two movesets (although let's be honest, U-turn isn't too far behind Knock Off and Scald with regards to awesome utility). Not sure if that's different enough to submit a similar set of my own, so I'll just throw my support behind that set instead.

Yes agreeing with the posts above me. Scald is almost 100% better than Waterfall thanks to it's burn chance.

Sorry, not accepting this set because it's quite similar to other sets.

Okay then, how about Heal Bell Manaphy:

Manaphy @ Leftovers
EVs: 252 HP, 252 Def, 4 S.Def
Ability: Hydration
Bold Nature/Impish Nature

- Rest
- Rain Dance
- Heal Bell
- Scald/Knock Off

Heal Bell Manaphy is a good team support set. RestDance allows Manaphy to heal itself, while heal bell allows it to cure it's team of statuses. Scald allows it to spread burns, ruining physically offensive pokes, while Knock off can be used for it's item removal support. Sadly it doesn't get wishpass, which would improve this set IMO as I like wish + heal bell on 1 poke, but that's just me. It fits very nice on stall/semi-stall, where it can cleric and another team member can fill the wishpasser role. The rain it sets also helps out pokes such as Ferrothorn, Skarmory and Heatran, who all make good teammates on stall for this set.
