That is not neccesarily true. Kingdra, Abamasnow, and many others are no where near as good as the likes of Salamence or Breloom. It just happens that in this case, Sceptile does fit all of the feilds. The definition of BL is border-line. Too good for UU but not quite good enough for OU.

Ok, but Abomasnow is technically OU now, and Kingdra is damn near it too. If more people used Sceptile it'd be OU, however, it's not overly used, so it can't be OU and thus is chucked into BL.

Your definition of BL is valid for some pokemon in it, such as Entei or Articuno, but it is invalid for pokemon such as Rhyperior/Tangrowth/Slowbro who were all OU at one point, but have now been shoved into BL because no one really uses them as much anymore.
 
Well, on the main site it still says that they are Rhyperior, Tangrowth and Slowbro are OU. It does not really matter if something is in, "a weaker tier" because you can use it in higher tiers. The purpose of tiers was to prevent someone from fighting a Delcatty with Dialga. It was to keep the big dogs away from the little puppies.

Why are people treating BL like it's a whole separate untouchable tier of the rejects? Look closely at its definition, and you will find BL and OU are one and the same except for usage. The only power that factors in to it is that they're too good for UU, not that they're unsuited to OU. Experienced players will tell you BL, as well as ubers, is not a tier.

Blastoise's definition of BL is incorrect, by the way.

Kingdra would be OU if not for the other Dragons, it is just outclassed by them. Abomasnow is pretty much OU now... And the true definition of BL is OU but used less or outclassed...

The point is, we all know that Sceptile is a pretty good pokemon, but it's just not common enough to be called overused.

I told you. I like BL pokemon more than OU, just because they are boring, but the fact remains that OU pokemon are better. BL stands for Border Line. As in on the line between UU and OU.
