I'm sorry, there is no such place on Smogon. The closest thing to that is the Create-A-Pokemon project, but that's a community-based project that aims to learn more about the OU metagame through the creation of a new Pokemon.

"Hackmons" also generally refers to the Hackmons metagame, where all existing Pokemon have access to every move and ability in the game.
