You're partly right. The real reason is because it's the best aggro deck with Force of Will. The problem with Legacy for a long time was that it was defined by degenerate combos. And while those combos still exist (Painter, Aluren, Reanimator, Tendrils, Hive Mind, etc), they also struggle...

When counting frame advancement, do NPCs that change the direction they are facing without taking a step count? Bebe, for example?
