The starmie is great, but it also works as a rapid spinner. Take out thunderbolt for rapid spin and hydro pump for surf. The Ev spread you have is the spread for this rapid spin one too. It outspeeds a mixape and OHKOS it with surf, so hydro pump is no need. Grass knot for mixape with no boosts...
