Maybe add a Choice Scarf set, Raikou makes for a great revenge killer Mention Shadow Ball, Charge Beam, Extreme Speed, a RestTalk set with Calm Mind, Thunder Wave, and Roar in OO. Also in OO mention that it can use Rain Dance/Sunny Day in combination with Thunder and/or Weather Ball decently...

What does the physically defensive spread achieve for Rotom-C? Wouldn't it be better to run a specially defensive spread to better compliment its resistances to mainly Water-, Electric-, and Grass-types, whom are mostly special attackers?
