can someone confirm in their DPP HGSS if seaking can learn endure or not?

My mistake, I mean Gen III. http://veekun.com/dex/pokemon/seaking says learns Endure from Move Tutor Gen III Emerald and TM 58 Gen IV DPP HS soooooo...... is it exclusive or not?

List says Seaking has Endure as Dream World Exclusive... did some looking at several pokedex and says it can learn by TM or tutor in Gen II

All the people that are trading pokemon that have nearly perfect IV's... are they obtained legitimately? or are we allowed to trade RNG and pokesav pokemon? and whats the point to trading pokemon when you can RNG and pokesav?...
