Hidden Power Fighting does less than Surf against T-tar. So Thunderbolt is better (for coverage). 70 BP * 4 (Weakness) = 280 95 BP * 2 (Weakness) * 1.5 (STAB) = 285 I double-checked on the damage calculator too.
