Jirachi is a viable Rain user with thunder as well. And maybe to a lesser extent Roserade. Zapdos can do it w thunder as well. Also I feel like there should be some mention of trick orbs to cripple w burn from like uxie or cress. Also psycho shift w lati / cress can spread burn or sleep
