Slag...this is about a terrible matchup as you can possibly get.
Begin by using Power Gem just to scout at the damage done. Then proceed to create a platform of Stealth Rocks with which to stand on, so you are levitating above the earthquake madness. Finish with a Harden for good measure.

Realizing it isn't in grave danger at all, Rhyhorn takes the time to enact a Rock Polish, allowing itself to move about better and faster! Then Slag builds up a platform of Stealth Rocks underneath it, expecting another blow, and Rhyhorn delivers another blow! It's second Earthquake knocks Slag off of its rocky platform, but Slag looks like it didn't take as big a blow because of it! It celebrates by Hardening.
