This is mainly just a rewrite, but if QC thinks there should be changes made then I won't object.

Froslass

[Overview]

Froslass is the only Pokemon in the game that can set up Spikes and spinblock at the same time. Its great Speed makes it the fastest of the three biggest Spikers in UU, outspeeding Deoxys-D and Roserade. It also plays a big role with Taunt, shutting down some of the premier setup sweepers in UU, such as Dragon Dance Kingdra and either Nasty Plot or Swords Dance Mew. It can double as a revenge killer for Flygon and Zapdos as well, providing that the former isn't holding a Choice Scarf. However, it is weak to Pursuit, so Pokemon such as Houndoom and Escavalier can dispose of it without a second thought. Also, the banning of hail from UU doesn't do it any favors, as it can no longer rely on a perfectly accurate STAB Blizzard nor fish for a miss with Snow Cloak. Nevertheless, Froslass is extremely good at what it does and can't be forgotten as a threat.

move 2: Taunt
move 3: Ice Beam
move 4: Pain Split

[SET COMMENTS]

Froslass is a prime candidate to set up Spikes due to its great Speed and immunity to Rapid Spin. Many of the best walls in UU are grounded, so they will take heavy damage from Spikes. Another perk of Froslass is its fast Taunt, crippling Pokemon such as Mew, Deoxys-D, and Dusclops, while also stopping Hitmontop from using Foresight. Ice Beam allows Froslass to revenge kill threats such as Flygon and Zapdos, although the latter will need to be weakened first. It also allows Froslass to dispose of Nidoqueen, 2HKOing almost all of the time, while Froslass is never 2HKOed by Earth Power. Pain Split is Frolass's most reliable form of recovery without resorting to Rest, and can be beneficial when a Pokemon with high HP, such as Snorlax, switches in to sponge an Ice Beam.

[ADDITIONAL COMMENTS]

176 Speed EVs allow Froslass to outspeed the multitude of UU Pokemon that sit at Base 100 Speed, such as Mew, Zapdos, and Flygon. The remaining EVs are placed in HP and Defense to increase Froslass's durability. Leftovers also contributes to Froslass's longevity and is especially helpful if you partner it with Hippopotas. However, Focus Sash is also an option to get a guaranteed layer of Spikes up as a suicide lead. You could run more Speed to outspeed max Speed Cobalion and Mismagius, but this diminishes Froslass's ability to set up Spikes. A good choice if using more Speed is Destiny Bond, as it allows Froslass to use Taunt before an opposing Pokemon tries to set up, then take them down with Destiny Bond when they attack. Thunder Wave could fit well on the set to help support the team, but Froslass suffers from four-moveslot syndrome and can't give any of its other moves up. Likewise, you can run more Special Attack investment, as well as Shadow Ball, to completely defeat Mismagius, but this takes away from its bulk and ability to set up spikes.

Hard hitters such as Darmanitan and Chandelure will love the hazard damage that Spikes inflicts, and a couple of layers will allow them to bypass even their checks. Pursuit users such as Houndoom and Escavalier are impossible obstacles for Froslass to overcome, so Pokemon that can take advantage of Dark-type attacks, such as Cobalion and Heracross, are greatly appreciated. Cobalion synergizes particularly well with Froslass, only sharing a weakness to Fire-type attacks while alleviating almost all of the rest of each other's weaknesses. Froslass is also good in a defensive core, with Suicune and Swampert providing good resistances as well as the ability to phaze and rack up Spikes damage.

[Other Options]

Offensive sets aren't that effective, as even with Choice Specs or a Life Orb, Froslass won't be hitting very hard. However, Froslass does have access to Thunderbolt, so it certainly doesn't lack the coverage for it, as together with STAB Ice Beam it gets neutral coverage on every UU Pokemon bar Rotom-H. It could then use Shadow Ball for additional STAB, and either Trick or a Hidden Power of choice. Froslass could also run a decent Choice Scarf set, with a lot of investment in bulk and Trick to cripple walls. However, it would lose one of its key moveslots, most likely Taunt.

[Checks and Counters]

Pursuit users that resist Ice Beam, namely Houndoom and Escavalier, are perfect counters to Froslass. Froslass will always lose to them, and its best option will be to keep setting up Spikes. Fast users of Taunt are also problematic for it. Although Crobat doesn't like Ice Beam, Azelf is free to to use Taunt and then set up Stealth Rock with little worry. Xatu can bounce back the Spikes that Froslass tries to set up with its ability, Magic Bounce, although it also takes heavy damage from Ice Beam. Froslass is setup fodder for Calm Mind Raikou, who after one Calm Mind will take nearly no damage from Ice Beam, and avoids Taunt thanks to its higher Speed. Arcanine and Darmanitan can both shrug off Ice Beam quite easily and threaten to OHKO with STAB Flare Blitz. While Bronzong is susceptible to Taunt to prevent it from setting up Stealth Rock or Trick Room, Gyro Ball will still deal massive damage. Special walls, such as Empoleon, Milotic, and Umbreon, will be able to dispose of Froslass while taking only a small amount from Ice Beam. Rotom-H is immune to Spikes and OHKOes with STAB Overheat, and Victini can also OHKO with V-Create. All in all, anything that can comfortably take an Ice Beam and doesn't rely on setup is usually a fine answer to Froslass.

[Unreleased]

Froslass receives the ability Cursed Body from the Dream World. Since permanent hail is banned from UU, this would be the primary ability. However, as of now, Pain Split will be illegal with Cursed Body, so Snow Cloak should be the superior choice, as Cursed Body isn't good enough of an ability to warrant losing Pain Split.
