1. Gligar was not the target of Ullar's Attacks, Rufflet was.
2. Rufflet should have -3 Attack -3 Defence & Gligar should have no extra afflictions...

I switched their avatars around for some reason.
Also, it is -2 because moves that deal damage and drop stats (i.e. Draco Meteor) decay at end of round if used a1.
