By putting the "If Sky Attack was subbed" bit on the end, you essentially said "If Rock Slide is used when you would use Sky Attack, change that action to Counter and push actions back."
 
I've been doing subs like that for ages: only just found out now they're illegal. And have probably cost me the battle.

Just asked in the SQSA thread, and apparently that combo is illegal (even though in the question I used Dig instead of Fly, I'm pretty sure the same rules apply), so please re-order.
