Glalie is a decent option on a Hail team. However, the reason why most people didn't use this is lack of decent movepool and lacking stats. Movepool got a boost, but how will it fare in this changing metagame?
 
Call me crazy, but how about a CBed Rollout for it's Rock Move? It's stuck on Rollout, which is boosted by Choice Band and forces it to stak stuck on Rollout. Then it dies after you Brick Break on it or something.
 
You are crazy. You can Still Switch out if you are stuck on a non-advantageous move with Choice Band, you choose Rollout you have no chance to switch until rollout is over.
 
Yeah, Rollout isn't a good idea. Spikes isn't either, as it doesn't get Roar and it will get killed easily. So to be honest, it isn't able to take advantage of it's Utility moves. With Glalie, you also need some sort of Abomasnow support to use with Ice Body

Puesdo-passer. Gimmick, but it could work. Light Screen, and begin Spiking. Torkoal is a big threat with Rapid Spin, so consider Earthquake and investing more EVs into attack to make it a 2HKO-3HKO on the switch in. Explode when your done
