Move the UU Suspect Test Voting Site to Thread Cryonics

Title says all.

Since it seems we're going to be conducting all our suspect voting in Blind Voting from now on, why keep it in PR?

Additionally, I would recommend renaming it "4th gen UU Suspect test voting site," as we do not seem to be doing our 5th gen UU testing on that subforum.
