Deserted Ruins finally see some action! Penguin vs Endquote

The remnants of some ancient desert dwelling society. In the center of the ruins, there is an altar. Spiritual waves can be felt emanating from this altar, and will boost the BAP of all Psychic and Dragon type moves by 2. A sandstorm is raging, and cannot be stopped. The only other weather effect that can ever come into play is sun, and if sun is summoned, the sandstorm rages simultaneously with the sun. There are 4 pillars surrounding the altar which cannot fall. The pillars are arranged in the shape of a square, with the altar in the center of the square. There are cacti around the altar, moderately far apart. There is no water in the arena, other than what can be found in the cacti. Drinking the juice from a cactus will restore 10 energy and 5 health, but touching the exterior of the cactus will deal damage equivalent to that of a typeless Pin Missile attack if direct contact is made.

TL;DR
BAP of Dragon and Psychic moves goes up 2.
Eternal Sandstorm; Sun can be summoned over top the sandstorm, and they will run concurrently.
No water.
Seismic Activity and Digging are allowed.
Plenty of Rocks.
No plants other than cacti; contact with cacti deals a typeless Pin Missile attack (complete with multiple hits) to the Pokemon making contact; cactus juice can be drank to recover 10 energy and 5 health.

I've got a NFE I need to train, accepting the above.

Alright Gible, we don't want to get hit by that Toxic. Use Dig and surface on action two to make that counter miss, then hit him with your own Toxic.

Holy cow, sorry guys, last night got a little late O.o, I've no idea what I was I think I was doing, but ill have the round edited correctly in a little bit
 
Alright Gible, we seem to have the upper hand. First, use a Dragon Claw, then an Earthquake, then another Dragon Claw.

If he uses Ice Beam, replace the current action with Dig.

Bruce starts the 2nd round off by rushing foward and raking his claws across Koops chest, Koops however doesn't seem at all fazed, in fact he seemed to be counting on the attack and releases a red aura from his body that crashes into Bruce, effectively countering the blow.

Bruce is not at all happy about this turn of events and starts stamping on the ground angrily, causing a huge earthquake to rip apart the field. Koops decides to keep up his shenanigenry by spraying boiling hot water all over Bruce, who isn't managing to dodge quite as effectively as hed hop with all the sand. (bad RNGs for sand veil sorry :( )

Bruce decides to return to his old tactic and quickly lunges foward and claws Koops Viciously, however Koops is ready for this and releases a brilliant red aura again which connects with Bruce's lower jaw and sends him tumbling head over heel for a few feet. He lands on his back and is no longer able to raise himself to fight, thats a KO!
