-EV spread maximizes Rotom-F's offensive capabilities
-Timid provides more Speed, and lets Rotom-F outrun Scarf Sawk, +1 Jolly Altaria, etc. with a Choice Scarf equipped
-Hidden Power Ice is a weaker but 30% more accurate option to Blizzard
-Hidden Power Ground is an option over Thunderbolt to nail threats such as Probopass
-Needs Rapid Spin support, so Pokemon such as Wartortle are good partners
-Entry hazard support is good
-Fighting-types cause problems to this set, so Pokemon that can beat them are good partners

-Can be very deadly when used effectively
-can set up a Substitute on many choice-locked Pokemon and walls
-Substitute blocks status and lets Rotom-F scout and take weak hits
-Blizzard hits extremely hard
-Thunderbolt is also STAB and provides excellent coverage alonside Blizzard
-Pain Split restores HP and can greatly hinder walls

[ADDITIONAL COMMENTS]

-Easy to switch in because of typing and Levitate
-EV spread maximizes offensive capabilities
-Modest provides as much power as possible
-Timid provides more Speed, and lets Rotom-F outspeed threats such as Mesprit and Jolly Absol
-Life Orb lets Rotom-F hit harder, and works well with Pain Split
-Leftovers provides recovery and makes Rotom-F not as reliant on Pain Split
-Appreciates Rapid Spin support
-Forces a lot of switches, so entry hazards are a help
-Fighting-types can be a problem, so Psychic- and Poison- types are good partners
-Can severely weaken walls for its teammates, so sweepers are helpful

[Other Options]

-not many other options
-HP Ice is a more accurate option, but Blizzard's power is usually more useful
-learns Dual Screens, but weakness to Stealth Rock and weaknesses to Rock- and Fighting- make a wall set not viable
-Will-O-Wisp can be used on the choice set in the last slot to burn physical sweepers
-Hidden Power Fighting can be used on the choice set over Hidden Power Ground, but HP Ground's ability to hit more threats makes it more useful

[Checks and Counters]

-Stealth Rock greatly cripples Rotom-F
-Scarf Sawk outruns all variants of non-Timid Rotom-F
-Fighting-types
-Max Speed Cryogonal outruns Rotom-F
-Scarf set can be played around with prediction
-Bulky Rock-types can massacre it, but all of them outside of Probopass are easily 2HKO'd by Thunderbolt
-Bulky Rock-types also need to watch out for Hidden Power Ground
-Blizzard's low accuracy can allow special walls to have more of a chance
-Musharna and Gardevoir
-Faster Pokemon with super effective moves
 
Specs is better off Timid just as Scarf is - it makes it faster than Magmortar, CB Sawk etc. etc. Mention Modest in AC, but you can probably deslash it.

I'm not too keen on the HP Ground slash though, you might as well Volt Switch out to something that can better handle those Rock / Steel types or whatever.
 
Clefable, Claydol, and Ferroseed are RU, the mentions of them need to be replaced with NU pokemon (i.e. Lickilicky instead of Clefable). Wartortle is probably the best mention for a rapid spinning teammate, as physically defensive ones don't take much from Fighting / Rock attacks and Rotom resists his electric weakness which is nice.
 
Looks good, though I'm thinking that Timid should still be before Modest on the SubSplit set, just because of how vital that base 86 Speed is in NU. There are a ton of things you miss out on by running Modest, including Mesprit, Magmortar, Sawk, Pinsir, even Jolly Absol outpaces you. Otherwise looks like nice work. x)
