[SET COMMENTS]

Scraggy's main purpose in LC is to serve as one of the most dangerous sweepers in the tier, hitting 22 Speed and 25 Attack with a Jolly nature after only one boost. This means Scraggy will outspeed nearly all common Choice Scarf users, who mostly sit at 21 Speed, and OHKO nearly anything with an appropriate super effective move. Drain Punch keeps Scraggy healthy, complementing its fantastic bulk with Eviolite by allowing Scraggy to heal any damage it might have taken setting up. Although it does not heal Scraggy, Hi Jump Kick is still an option to allow Scraggy to beat one of its most common counters, Mienfoo, provided it does not have investment in Defense or an Impish nature.

The other moves are more in limbo, as Scraggy only has so many slots to be filled. However, Crunch is generally non-negotiable, as Misdreavus will live basically any other move and 2HKO with Hidden Power Fighting. It also provides a reliable STAB move, which is important considering Drain Punch is slightly on the weaker side and there are times when you simply can't afford a Hi Jump Kick (or Zen Headbutt) miss. Ice Punch is typically the best move in the last slot, as it provides a super effective hit on both Gligar and Murkrow, and does a good chunk of damage to Croagunk. Nevertheless, it won't come close to OHKOing Croagunk, even after a boost, so Zen Headbutt is an option that doesn't completely sacrifice coverage. However, the outrageous damage on Gligar is severely missed.

[ADDITIONAL COMMENTS]

Scraggy has 36 EVs left after investing in Attack and Speed; these are placed into Special Defense to keep an odd HP stat, allowing for more Stealth Rock switch-ins while making hits from Misdreavus a little less devastating. Adamant is still an option if Choice Scarf users are of no concern. Shed Skin is the best ability in most circumstances, since Toxic from Bronzor and Will-O-Wisp from Misdreavus will otherwise cut perfect sweep opportunities short. However, if one does opt to use Zen Headbutt, Moxie can be a useful ability since Scraggy will get a basically guaranteed KO on the opponent's Croagunk. Head Smash is another option that destroys opposing Shelmet; Taunt could also see some use as it limits most walls, especially those who rely on recovery moves to handle Scraggy. Jolly is the best nature, as Scraggy will otherwise have to risk a Speed tie with common Choice Scarf users, including both Snover and Shellder.

Scraggy sets up on a wealth of Pokemon within the tier such as Bronzor, other Steel-types, and Choice Scarf users, including Misdreavus. Unfortunately, even after setting up, Scraggy will typically not be able to break through Mienfoo, Croagunk, and Choice Scarf Flying-types, such as Murkrow or Taillow. Gligar is arguably the best teammate for this set, as it handles Fighting-types with Flight Gem Acrobatics. Scraggy also helps it out due to the fact that Bronzor is the most common Gligar switch in, and Scraggy sets up on Bronzor. It commonly finds opportunities to Baton Pass Swords Dance boosts to Scraggy, and with Hyper Cutter, can switch in to the problematic FeatherDance Murkrow.

Bronzor sets up Stealth Rock, which Scraggy especially loves as it deters Flying-types. Chinchou and Magnemite also deal with these Pokemon, and both can use Volt Switch to bring Scraggy in while retaining momentum. If Volt Switch is not your weapon of choice, perhaps U-turn is more to your liking; Mienfoo or Meowth can use U-turn, and Mienfoo deals with opposing Scraggy while luring in Psychic-type moves that your Scraggy can absorb. Cottonee is an annoyance (albeit an uncommon one) due to priority Encore. Houndour takes most of its moves with impunity, and has the added bonus of trapping Misdreavus, which is handy since Misdreavus can be annoying if Scraggy's hurt. A Wish user such as Lickitung is also a nice teammate just in case you accidentally get Scraggy injured early in the battle.

I'd prefer it if the moves look like this:

move 1: Dragon Dance
move 2: Drain Punch / Hi Jump Kick
move 3: Crunch
move 4: Ice Punch / Zen Headbutt

just because Gligar (or even Missy) as a teammate fares well against Croagunk and seeing Scraggy with its two STAB attacks just gets better overall coverage, and a ZHB miss on Missy is just awful, especially if you use HJK if it switches in. That's really my only nitpick, so:

This was QCed, but I think you should move the 36 def to spd. It actually helps a lot in tanking hp fighting from missy, hydro pumps, etc, while the defense doesn't do much.

Implemented your check, didn't agree with a lot of those comma insertions though... in any case this is done and can be uploaded.
