hey, I made a mistake, but in the arena it says no weather. I messed myself up. But go ahead and edit that. It makes a difference.
 
I'm goin to paste the move description from the data thread here, just to make a point on how Sanstorm will work.

Sandstorm: The Pokemon kicks up large quantities of sand or gravel, creating a huge sandstorm that lasts for four (4) rounds. The flying gravel and rocks will damage Pokemon that do not have hard bodies (Rock-, Ground-, and Steel-types) by two (2) damage per action. Special attacks targeted at Rock-types during Sandstorm are reduced by two (2) Base Attack Power. Sandstorm also activates Sand Rush, Sand Power, and Sand Veil.

Well, I did call it an abandoned arena, and I don't know about you, but old places generally seem to accumulate dust. Dust might as well be sand, so I think Sandstorm would be acceptable (blame me for not remembering Sandstorm.

Also, because I don't have to sent out a Pokemon this round, is it me that orders first or Classical?
 
Ok, so here's what's going to happen. Because the arena description specifically states that weather fails because the arena is roofed, but Sandstorm picks up debris off the ground, Sandstorm will work. HOWEVER, because there is only dust in the abandoned arena, here is the effect:
Duststorm (Sandstorm): This attack applies all of the effects of Sandstorm, but at half their normal potency (Rounded up). Duststorm does not deal damage to any Pokemon.

So in summary, Bagon recovers 6 Health, however, Sand Veil still provides a 10% Evasion boost, but seeing as Mistress has accuracy improved by 12%, Dragon Claw hits. Fixed

As a few notes about my reffing:
1. For the multi-hit roll, I simplified the number for ease of comprehension. (This makes no change in the number of hits dealt.)
2. When using a same-attack combo, if that same attack is issued immediately after the cooldown action, that attack still suffers the consecutive attack energy penalty
3. Critical hits on multi-hit attacks add 1 damage per crit
