Parks and Recreation (Rain Hyper Offense)

Welcome to Pawnee! It’s a lovely city in South-Central Indiana that would charm the pants off your average New Yorker, granted they had low expectations. Upon entrance, you’ll likely be greeted by a beautiful park or a lovely sign put up by the best department of the best government of the best city in all of Indiana, the Parks Department. Although they may not seem like much of a threat, they are some of the most visible, proactive people in city government.

Inspired by my current favorite show, I was encouraged to try my hand at hyper-offense in this already overpowered metagame. It’s success stems from the fact that I’m constantly applying pressure on the opponent to act. It’s so far at >1850 on PS, and with your help I hope to go even higher. It’s a little unconventional, as you notice there is no Deoxys-D, no double-screens, and no spin blocker. Moreover, nearly all of the members have attack stats of 129 or higher, and I tried to highlight that in their movesets. With this in mind, I would ask that any changes that are being made to the team keep with this theme, as I feel like that makes this team so effective. So here it is, the Parks and Recreation Department of Pawnee, IN.

Team Building

I was always sort of interested in the idea of Rain Hyper Offense, as it just seems so excessively brutal, given the sheer number of threats that can abuse it. So Politoed was the natural first choice.

I knew that I would need someone who put immediate pressure on the opponent, and Keldeo just fit the bill. Great speed, amazing Special Attack, and moves to abuse them. It’s rain-boosted STABs are deadly, and it is one of the most underrated threats in OU.

Next, I needed a revenge killer. Enter Latios. With amazing defensive synergy with Keldeo , the team now had a bit of an offensive core that could demolish most teams with the right STAB move.

Realizing now that my team was specially-skewed, I needed a physical attacker who could not only take advantage of the rain, but operate in other weathers and sweep late-game. Garchomp seemed like a good fit, and double-dragons seems to make most people shit their pants.

Here’s where things get a little creative. Tornadus-I is one of my favorite Pokémon, with a great combination of speed, power, and Prankster. With Tailwind and Sleep Talk in tow, it was the nice little fuck-you for any sleep inducers or late-game boosters who felt like the game was sealed up. I definitely recommend it to everyone using offensive rain.

All that was missing was a hazards setter. I didn’t want to use Garchomp because I wanted him to be totally offensive. And I also needed someone who could tank some special hits from Tornadus-T, Reuniclus, etc. as well as putting the hurt on Cresselia and other ultra-bulky Pokémon. Metagross almost seemed too perfect. It does everything I want and more.

At this point, the team was doing well, but I had a few problems. Bulky Water-types were a real nuisance were often the difference between a win and a loss for me. I needed to handle that problem if my team was going to continue to succeed. So I bit hard and exchanged Tornadus-I for Thundurus-T, who relishes the opportunity to spam STAB Thunders and eliminate those problem pokes.

Realizing that Mamoswine was still a huge issue for my team, I decided to get a Mamoswine of my own, who could actually hold his own for the rest of my team and had great synergy with them, resisting the Ice and Electric moves that Keldeo, Politoed, Thundurus-T, and Latios hate.

What would Parks and Rec be without Deputy-Director-turned-Councilwoman Leslie Knope? The heart and soul of the department, she is a neurotic perfectionist with a flare for the dramatic. She is also incredibly sincere and has a passion for her work in government, no matter how small it may seem to the outsider.

In much the same way, Politoed holds this team together. It provides the everlasting rain that is so terribly amazing, and stops some set-up sweepers from getting ahead of themselves. I went with the Choice Scarf set to outspeed +1 neutral Dragonite and Gyarados, who can be troublesome otherwise. Hydro Pump for the STAB, Ice Beam for coverage. Encore for setter-uppers, and Perish Song in case it’s a last-Pokémon-is-Blissey situation.

Tom Haverford is all about SWAG, and it drips from everything he does, from the incredible failure that was Entertainment 720, to the slightly more reasonable Rent-A-Swag, to being a former shareholder at the SnakeHole. Whatever he does, he does it with style and flare.

Thundurus-T is the flashiest Therian around, without a doubt. With a sexy base-145 Special Attack, it doesn’t even need to boost up make my opponents wet themselves. So I chose to give it Agility and let it do its thing. At +2, it outspeeds everything, and is only concerned with murder. Its moveset is pretty standard, and I went with Grass Knot instead of Focus Blast to make sure that ALL bulky Waters were covered (I’m looking at you, Gastrodon and Quagsire). But most times, I just click Thunder as many times as possible and watch dreams die.

April Ludgate (Keldeo) @ Choice Specs

April is secretly the funniest character on the show. She’s been married to Andy now for like three seasons, and dishes out the best burns on Gerry. As Ron’s assistant, she kept all the problems (i.e. government work) out of his office. As the new Deputy Director, she’s surprisingly passionate about her work, making her all the more complex and mysterious.

As you can see, I made Keldeo as offensive as possible. Why, you ask? To start with, I usually lead with Keldeo. It manhandles every other weather starter, mutilates Deoxys-D, and busts some fat holes in the opponent’s team. All of this works because people expect me to play Keldeo conservatively, with either Substitute or Calm Mind. I can take advantage of that and punish them with either a Specs- (and rain-) boosted Hydro Pump or Secret Sword. Surf is an accessory STAB, and HP Electric is my best answer to most other Water-types. Guys, use Specs Keldeo.

Ah, Andy. Sweet, loyal, stupid Andy. The most lovable character on the show, he provides comic relief with his antics, enthusiasm, band names (currently MouseRat), and aspirations of being a police officer. Although he’s married to April, she usually takes the driver’s seat, and he’s content to come along for the ride.

Much like Andy, Latios and Keldeo go together like bread and butter. Keldeo resists that Dark, Bug, and Ice attacks that Latios hates, and Latios tanks the Electric, Grass, and Psychic moves that give Keldeo headaches. With reliable speed and a girthy 130 Special Attack, it’s my best answer to runaway Venusaurs and Sheer Force Landorus-I. The icing on the cake is definitely Trick, which will makes defensive Pokémon cry. Classic.

Ron Swanson (Metagross) @ Normal Gem

Ron Swanson, a cult favorite, is the antithesis to Leslie Knope. He hates big government, and has been quoted saying: “My idea of a perfect government is one guy who sits at a small room at a desk, and the only thing he’s allowed to decide is who to nuke. The man is chosen on some kind of IQ test, and maybe also a physical tournament, like a decathlon. And women are brought to him, maybe…when he desires them.”

Tl;dr: he loves breakfast food, brunettes, working with his hands, and lives in the middle of the woods. He hates government.

Metagross was the obvious fit for the team. Almost nothing can OHKO him unboosted, and he never let’s an opponent get a boost. Moreover, he can survive and uninvested Earthquake from Landorus-T, so he’s pretty badass. He sets up Stealth Rock and then dies in a blaze of glory. His moveset was inspired by the suicide lead days of Diamond and Pearl, when a Pokémon could explode and know that it would take out an opponent. Normal Gem-boosted Explosion is no gimmick: although unexpected, it’s lethal and usually helps me take out a threat. It’s also a form of spinblocking, as he will often set up rocks, explode on the spinner switch-in, and I can then threaten the spinner with the appropriate check. I love him and want to keep him forever.

Ann Perkins (Mamoswine) (F) @ Life Orb

Ann Perkins, the only seemingly normal character on the show. Although attractive, she is reputably boring and often serves as the only realist or voice of reason in the group. Her history with men is often discouraging, but her lack of funny makes everyone else funnier by comparison.

Mamoswine has always been one of my favorite Pokémon to use in OU. It’s almost embarrassing how many of the top threats in the tier are maimed by the combination of STAB Earthquake and Ice Shard. Moreover, it steamrolls through most of its “counters”, like defensive Rotom-W and Skarmory, with Icicle Spear, which can 2HKO both if I get lucky with damage rolls. I went Jolly to get the jump on Adamant Mamoswines, positive speed-natured Heatran and Breloom, and Adamant Lucario. You don’t miss much on power, especially given Life Orb. Icicle Spear is ideal for breaking subs, and will often out-damage any other move. Superpower wrecks balloon Heatran and Ferrothorn. It’s a great anti-metagame Pokémon, and shouldn’t soon be overlooked.

Mark Brendanawicz (Tornadus) (M) @ Life Orb

Better known as Mark Brendana-Quitz, Mark’s character was problematic throughout the first and second season. Leslie was hung up on him for a while, years after the two of them slept together. Always a naysayer, he would usually be the first person to tell Leslie she was dreaming too big. Then he dated Ann, and they broke up after trying to propose to her several times. He finally left during the government shutdown and took a job at a private firm; he hasn’t been heard from since.

Tornadus wasn’t as much of a womanizer, but he was always full of surprises. He was my prime switch-in to Breloom, resisiting both of his STABs and absorbing sleep lovely thanks to Sleep Talk. Unfortunately, I found that I would often bring him into battle to set up Tailwind, and he would subsequently die. Although helpful for the rest of the team, he didn’t maintain that dangerous offensive pressure that I love. So he had to be let go.

Tammy II, Ron’s second ex-wife named Tammy, is a “grade-A bitch”. She works for the library, literally the worst place in the world, and has had a sordid history with Ron, manipulating him through intensely erotic sex and then leaving him a shriveled mess. She is pure evil.

Switching out Garchomp was one of the hardest decisions I had to make about the team. Normally, I would leave Tornadus and Garchomp for the late-game, have Torndaus come in and set up Tailwind, and then have Garchomp clean up. But I was having problems breaking through walls like Skarmory and some bulky waters, which was a major problem. I would definitely be interested in anyone who told me I could have her back in my life, no matter how bad she is for me.

Hey there,

Nice rain offense team you got there. They are becoming quite prevalent in the current metagame. Anyways, onto the rate. First off, in personal experience in using Keldeo + Latios, I found that Keldeo make a better Choice Scarfer user than Latios and fulfills the role of a revenge killer / "clean upper" to a better extent. As for Latios, the choice of item can be either Choice Specs or Life Orb. Doesn't really matter too much as to what the item should be. Personally, I think Life Orb is better for the move switching and being able to use Recover is never a bad thing. Last change, but not least, I recommend using Bronzong > Metagross. In the current metagame, Metagross really doesn't have much more than a slight niche. It's not very good in taking hard hitting special attacks like a Bronzong could. Bronzong is good for taking on Tornadus, Gliscor, Landorus-T, and others. Plus, it can set up Stealth Rock as well. Other than that, the team is pretty damn solid.

Hi there,

In my honest opinion an HO Rain team needs specspolitoed, cause can win easily the weather war and cause now rain teams are faster than in bw1. Rain teams now can use one of the most power revengekiller that s kelfeo scarftimid, wich outspeeds and kills adamant Dragonite after 2 Dragon dances. Now your latios scarf is mainly useless, so you can use the orber that cannot be locked and can spam random useful damages. I d suggest u to use Expert belt thundurus, so u can bluff a scarf set and do an important baitkill in middle game (start with volt switch). Other my suggestion is to replace metagross with bandrachi, is a good counter of tornadus and you can anyway set rocks. U need only a thunders absorb, and i think there s not a good HO rain without tornadus-T i d suggest specs set with sleep talk to enter on a random breloom.

Hi there! Nice rain team!

the first thing I noticed is that you have 3 chioicer, a Stealth Rock weaks and no spinner, meaning that once your opponent find a change to setup stealth rock, you will take many damage ebcause you often have to switch due to your choiced pokemon. for this reason i would advice a quick change that can help a lot: put Donphan instead of Mamoswine so you still have the ice shard for revengekilling dragons, landorus & stuff, similar typing and you also get a spinner with a little more bulkyness which is useful in your offence team to take less damages from tyranitar or terrakion for example.
At this point you should put the classic SpDef Jirachi instead of Metagross gaining excellent special bulkyness and incredible annoying power but also a great support with wish for all your team! In fact, i think that metagross is going to take a shit ton of damage against specs dmeteors from latios as well as hurricane form tornadus, so having a sp def rachi with with can come in handy.
if you note, Donphy has the srock so we can use the most fantastic Jirachi's set: Wish-protect-iron head-thunder, which makes this pokémon very hard to take down, most choiced pokemon will be fucked by protect and the only things that can ko you is earthquake, which is very predictable.
With thunder you can spam paralysis for reducing the opponent'speed and iron head can obviously flinch the your enemy until the death and with protect you can scout the opponent choicer!
Now I suggest you another quick change: give CScarf to Keldeo 'cause under rain hydropump still has a devastating power and unlike latios it hasn't the SpA drop when it have to revengekill, it also reduces the switces to do.
so I suggest you to use latios with the set @ Life Orb with recover for more freedom of moves to attack, whith the standard moves surf/dmeteor/psyshock. As a final step is better to put Focus Blast> Grass Knot on thudnurus to hit ferrothorn since it can give you some trouble otherwhise, and you can also use the YacheBerry> LOrb given the presence of Mamoswine which can 2ko all your team with the right stab and this can be a nice way to baitkill it and to avoid being revenge killed easily.

Cool team. First off, I don't think Grass Knot has too much use on Thundurus in the current meta. Gastrodon usage is fairly low right now, and Quagsire is hardly ever seen right now. I would instead use Nasty Plot in this slot. Nasty Plot gives you a bit of flexibilty when sweeping allowing you to choose which boost you need. When facing stall the abilty to boost your offences will come in handy to break right through defensive counters with +2 Thunder's being very hard to contain, and you still retain the ability to boost up speed to beat down offensive teams. This flexibility in sweeping options can make thundurus threatening and useful at all times, and will definitely have more use than grass knot.

Looking at keldeo, I thought that surf was a bit of a luxury. Sure being able to not miss is great, but that slot could be put to better use. I would use Icy Wind > Surf to lure in and heavily dent Lati@s, as they do trouble your team quite a bit, notciably beating your set up sweeper in thundurus. Nobody sees the icy wind coming, and the Lati@s user will be forced to switch out having taken heavy damage, or stay in and be crippled to the point where they won't be able to wall Thundurus, paving the way for a sweep through the opposing team.

Seconding Bronzong > Metagross. Funkasaurus made a great suggestion there, you should take it up.
