Here is Levitate & the Levitate command as they currently are.

Type: Trait

This Pokemon naturally floats above the earth when released or easily takes flight, evading the Ground moves Bulldoze, Earthquake, Fissure, and Magnitude. Earth Power will have three (3) less Base Attack Power. Dig and Dive can strike a Levitating Pokemon if their user is over Size Class 4, has Levitate, is 3.5m or larger, or is a Flying-type. Otherwise Dig and Dive will miss. Ground moves can still hit. Levitate Pokemon will retain the Levitate trait when they use Skill Swap on an enemy, and will steal the opponent's ability (the user can specify if they want a foe or ally to gain Levitate from a Skill Swap.) If a Pokemon with Levitate uses Role Play, they will copy the opponent's abilities and retain Levitate.

Pokemon that have the Levitate Trait without the ability (based on anime precedent, advanced wings, etc.):

[BOX]Levitate: The Pokemon hovers above the ground, avoiding all Bulldoze, Earthquake, Fissure, and Magnitude for three (3) actions. Earth Power's effectiveness is reduced by 3 BAP. Dig and Dive will also be avoided unless the user is above Size Class four (4), is 3.5m or longer, or has Levitate or the Flying type.

Pokemon with the Levitate Command (Based on Anime precedent, basic wings, etc.):

Now onto the things we will be voting on in this thread:

1. What type of ability should Levitate be?


Council members have TWO options to choose from. Trait, or Innate. If the majority of the Council votes for Trait, then nothing will change. If the majority of the Council votes for Innate, then Levitate will be changed to the following, assuming nothing else changes:

2. Should the Pokémon that get Levitate based on Anime Precedence have the Levitate Ability?

Council members have THREE options to choose from, & must select their TWO most preferred options, with the option they list as their first preference being the option at the top. Give Pokémon that get Levitate based on Anime Precedence the Levitate Command / Do not give Pokémon that get Levitate based on Anime Precedence the Levitate Command. If the majority of the Council votes for the second option, then nothing will change. If the majority of the Council votes for the the first option, then the Levitate Command will be changed to the following, assuming nothing else changes:

I'm a bit confused about the third part. First, I'm curious as to why we're voting on whether to give anime Levitate Pokemon the Levitate command automatically yet we're not voting on whether to give cartridge Pokemon the Levitate command automatically; it makes no sense to vote for one but not the other. Most importantly, though, I don't see why we're doing the second and third parts simultaneously, since they are at least partially related and personally my vote for the third depends on the outcome of the second.

Would it be possible to split this vote into two, with the first and second ones comprising part one and everything regarding the Levitate command making up the second?

(I'll vote in a while, but I'd like to get some clarifications first)

edit: what I'm saying is that the results of whether or not anime Pokemon get the ability affects them getting the command, at least for me. I've been told that we can do something later if it turns out uthey get both the ability and the command but ehh it just seems less efficient.

The reason why we're voting for the Levitate command stuff and the Levitrait stuff at the same time is because the votes are on the same general topic (Levitate itself) and their results do not affect each other. It is entirely possible for the Levitrait mons to get both the ability and the command, or neither, or just the command, or just the ability. Pick which of those four you would prefer and vote accordingly.
