Splash

Splash. The "do nothing" move. Maybe it will be no longer useless? Maybe it will not change? The fate lies in the council, & decide it we must.

This will be the same old same old IRV voting system which all the council knows about & yadda yadda yadda. The slate is:

A vote for Current Splash will make Splash's effect remain the same way as before, which is:
[BOX]Splash: The Pokemon flops around strongly eliciting a perception of overconfidence (or stupidity) from the trainer. While odd-looking, Splash can be used as form of propulsion. Splash can allow a Pokemon to jump quite high.

A vote for Evasive Splash will be a vote for causing another vote as to what type of evasive splash this move should be.

A vote for "Do Nothing" Splash means Splash stays the same, except its EN Cost is reduced to 1...

A vote for "Uber" Splash means that Splash becomes a pure combination-tech move... Whee!
[BOX]Splash: The Pokemon propels itself forward in a mighty leap that accomplishes nothing. While odd-looking, Splash's propulsion can be put to good use. When combined with Bounce or Dive, Splash retains the priority of the Evasive Action (the Hit is still delayed by -2) while it increases the BAP of the combining move by 1.5x (e.g. 10 becomes 15). When combined with Petal Dance, the leap causes the power of the combination to double (2x) and combination cool-down prevents the Pokemon from becoming uncontrollable or confused. If a Psychic-type combines Splash with a damage-returning attack, they leap into the offensive and receive double the damage from that attack before returning damage.

Ehhh, what I kinda wanted out of splash was a do nothing move that could also be a combination tech as well. Uber Splash kinda captures what I wanted to see. Though, tbh, ED's proposed Evasive Splash is actually pretty cool too. On the other hand, Clefable getting a 0 EN Splash... 9.9

Just saying, SDS made a ruling on IRC once that the energy cost of an attack can never be reduced below 1 by any means.

Assumming that Texas is voting "Do Nothing" here, treating the remaining three options in his ballet as all equal and all worse than Do Nothing.

Run the algorithm yourself if you wish, but Option 3, "Do Nothing" Splash wins the vote. Splash now costs 1 EN for all users.

This is erroneous as mons get the EN reduction on any move of the same type, including moves that do not do damage.
That said the floor on EN cost is 1 anyway, so it will cost the fairies 1 EN. Wobbustall forever!
