[SET]
Name: Rainskit
Move 1: Hydro Pump
Move 2: Hidden Power Electric
Move 3: Psybeam
Move 4: Signal Beam / Rain Dance
Item: Life Orb
Nature: Modest
EVs: 36 HP / 196 SpA / 236 Spe / 20 SpD

[Set Comments]

This is the best set Surskit has to offer, despite being a touch outclassed by Omanyte. The general idea is that you bring Surskit in while it's raining, and proceed to hit as many things as possible. Hydro Pump is the main method of attack, mainly because Surskit needs the power and he doesn't learn Surf. HP Electric puts an end to Mantyke that think they can switch in, and STAB Rain Hydro Pump hits Chinchou just as hard as a super effective Hidden Power Grass would. Psybeam is the weakest attack, and is mainly used as a coverage move against Croagunk, who is immune to Water and doesn't get hit very hard by Hidden Power Electric. Signal Beam is really a filler move, but it can be useful as secondary STAB. If getting another Pokemon to set up Rain Dance isn't an option, you can always drop Signal Beam and replace it with Rain Dance.

Aipom, Bronzor, Mantyke, Meowth, and Voltorb all work extremely alongside this Surskit. Aipom, Meowth, and Voltorb have the Speed and Attack in order to set up a quick Rain Dance, and maybe even take something to the grave with them. Bronzor and Mantyke are two rather bulky Pokemon, and said bulk allows them to take hits with ease, and still manage to set up rain in the process.

[SET]
Name: Agilipass
Move 1: Baton Pass
Move 2: Agility
Move 3: Hydro Pump
Move 4: Endure / Substitute / Rain Dance
Item: Oran Berry / Petaya Berry
Nature: Timid
EVs: 36 HP / 196 SpA / 236 Spe / 20 SpD

[Set Comments]

You may think Surskit is a Pokemon who is only good when abused in the rain, but that is not the case. Surskit can effectively Baton Pass an Agility or two to your slower, heavy hitting sweepers, and allow them to outpace anything but priority. Agility and Baton Pass is the main focus of this set. Hydro Pump is for powerful STAB, so you're not totally useless on your own. The final remaining move, and the Item are totally up to personal preference. Endure can combo with a pinch berry to pass something other than just Speed. Substitute can do the same, but also allows you to pass a Substitute in order to ensure that the pass goes through. Rain Dance can also work if you're using a powerful Rain sweeper as your intended recipient of the pass. Focus Sash can help ensure the pass, though Stealth Rock makes it harder to use unless Surskit is leading. Oran Berry can provide a little more bulk, though Surskit is hard pressed to survive most attacks. Petaya Berry can combo with Endure or Substitute and provide a Special Attack boost alongside the Speed boost.

Cubone and Porygon make two effective partners with this set. If Surskit decides to only pass a Speed boost, Cubone can effectively make the most of the added speed. If Surskit chooses to pass both Special Attack and Speed, then a Special Attacking tank would make the best option to pass to, such as Porygon. You could even start a chain of Baton Passing, and pass to a Pokemon such as Gligar, who then can stat up on Attack and pass to a sweeper.

[SET]
Name: Choiceskit
Move 1: Hydro Pump
Move 2: Signal Beam
Move 3: Hidden Power Electric
Move 4: Psybeam
Item: Choice Scarf / Choice Specs
Nature: Modest / Timid
EVs: 36 HP / 196 SpA / 236 Spe / 20 SpD

[SET COMMENTS]

This set serves the same role as the Rainskit set, except you lack the rain aspect. This set takes advantage of using either a Choice Scarf or Choice Specs in order to boost your Speed or Special Attack respectively. With the item being Choice Specs, Timid is the preferred nature to allow you to outpace other Pokemon while still maintaining a relatively good Special Attack stat. With Choice Scarf, a Modest nature is almost imperative so you can actually do a bit of damage.

This set works out rather well with any Pokemon who can do a lot of damage, and a lot of damage fast. Pokemon who fit this category would be Croagunk, Elekid, and Misdreavus. All of those Pokemon can do a massive amount of damage on an opposing team, allowing Surskit to come in late in the game, and just clean up whatever is left of the opposition.

[Team Options]

Surskit functions best in a team that is based around the move Rain Dance. Any team that can set up rain, and function around it, is a good team environment for Surskit. Pokemon that are good at setting up rain, as well as maintaining it, are Aipom, Bronzong, Mantyke, Meowth, and Voltorb, all of whom can use the move Rain Dance, and set it up at will.

[EVs]

Maxing out Surskit's Sp. Attack and Speed are two of Surskit's main priorities. The rest of the EVs can then be distrubted among the other stats until you use all of your EVs and gaining the most out of them. In order to get the most out of your Surskit the following EV spread should be used: 36 HP / 196 SpA / 236 Spe / 20 SpD. This spread allows you to get 1 extra point in your HP and Special Defense stats, while maxing out you Special Attack and Speed stats.

[Other Options]

Surskit really doesn't have all too great a movepool, so its sets are rather limited. However, it does have access to the moves Haze and Psych Up. Haze be used on a more defensively orientated team, in order to reduce the effect that stat uppers can have on the game. Psych Up is a move that can be used with Baton Pass in order to leech off an opponents stat boosts and then use them for yourself, or pass them off to a teammate.

[Opinion]

Surskit is a cute little pond skater, but sadly that is about all it can do effectively. It can work in rain, but isn't nearly as strong as other Rain Dance abusers such as Omanyte. It can pass Agility, but there a better options that can do that as well. Don't let this little guy fool you though, with the right support around him, Surskit can be a complete monster.

[Counters]

Munchlax is the best counter around for Surskit, its defensive stats allow it take whatever you throw at it, then hit it with a Return for the OHKO. Chinchou can take Surskit's hits pretty well, and has a STAB Thunderbolt to strike back at Surskit with. Mantyke and Croagunk absorb his Hydro Pump, but Surskit will almost always carry a 4x move to hit them with in the form of Hidden Power Electric and Psybeam.

Fixed some of the more glaring grammatical errors, I've probably missed a few, but some of the comments seem to be lacking a bit. I'll probably go over this again tomorrow, I'm rather tired at the moment.

Just skim reading. Admittedly the analysis seems a bit lacking, particularly in the team options paragraph. "Use rain here are the pokemon with rain dance" isn't that informative. Don't forget about the other, non-rain sets too.

Bug Bite could get a OO mention for the BP set, its attack is only 2 lower than SpA and stealing berry boosts to pass/getting rid of Oran while healing could have situational uses. Quick Attack could also be mentioned in OO, virtually everything that has priority can use it (Ive seen VW Mankey and SP Voltorb used to some effect, though I would not recommend either). Surskit often has speed boosts so its not a main option, but could help combat priority particularly SP. Shadow Ball should be in OO, best option against ghosts.

Since SoT is no longer active this analysis needs to be reassigned I'm locking for now, contact me or one of the other mods if you want to finish it.

Very quick CIC for whoever does this:
Other suggestions in this thread
A few fixes like making the EV ordering Speed last.
Team Options and Counters need quite a bit of expansion, maybe Opinion too.
OO needs quite major changes, Haze and Psych Up are basically non-viable. The things I mentioned in the above post are much more likely to work.
