Looking at the current status of UU leads, one Pokemon came to mind as an Anti-Lead to trump most of them with a single set.

Why this set deserves to be on-site:
-Absolutely destroys three of the most common UU leads (according to the June statistics): Uxie, Mesprit, and Omastar.

-Able to function as a strong hit-and-run attacker later in the game.
Additional Comments:
-Why Leaf Storm? Because a combination of Fake Out+Leaf Storm will never fail to KO an Offensive or Utility Omastar Lead, even if that Omastar is holding a Rindo Berry, making any setup impossible. It also will OHKO Cloyster regardless of its EVs and Nature.
-Possibility of Taunt over Explosion. The choice between the two is a matter of preference, do you want Shiftry to be able to blow up and get you out of a sticky situation, or be able to prevent leads from setting up?
Teammates and Counters:
-Shiftry has problems with leads like Spiritomb and Ambipom, as well as any Fighting type lead. Fire type leads also give Shiftry headaches.
-Using a Spiritomb of your own is one of the best choices you could make. Some other decent partners are Blastoise (because it can spin away Hazzards Shiftry might miss), Arcanine, Moltres, and Milotic.
