Suicune is capable of crippling many common leads; it will often force switches at the beginning of the game and carries enough bulk to survive into mid- and late-game. With Heatran and Gyarados sitting comfortably near the top of the Standard Usage List, Suicune can be an asset to any team so long as there is room for it; this set potentially fills the role of anti-lead while simultaneously functioning as a late-game check to some of the biggest threats in OU.

Hydro Pump is Suicune's primary attack. Even without Life Orb, it's powerful enough to put a dent in anything that lacks a Water resist. Icy Wind nullifies the opposing lead's Focus Sash, lowering their speed so that they are forced to switch or die. 228 EVs brings Suicune's speed to 263, which is enough to outspeed Aerodactyl after the speed drop.

The third move gives Suicune better coverage; whether you use Hidden Power Electric or Hidden Power Grass depends on what the rest of your team is capable of doing. HP Grass will significantly weaken a Swampert who tries to Stealth Rock first turn, so finishing it off later won't be an issue. Suicune should win that match-up anyways, however, so HP Electric can be used for better coverage, and to make it capable of checking Gyarados later in the game.

The last move slot is pretty versatile. Roar is rarely a useless move, allowing Suicune to scout early game and prevent something like Kingdra from setting up on him. If you use HP Grass as the third move, Surf or Ice Beam might be necessary, because without HP Electric, Suicune relies on an Hydro Pump to kill Aerodactyl which risks missing and eating an Explosion. Surf helps his match-up against Infernape, while Ice Beam gives him something better than Icy Wind to hit Flygon and Dragonite with. Rest is an interesting alternative as an instant recovery with Lum Berry, but it might need Cleric support to warrant using over the other options.

Most of Suicune's usual counters are effective against this set. Bulky waters, besides Swampert and Gyarados, can usually wall it, while Starmie can threaten with a stronger Thunderbolt, and Kingdra can set up on sets that lack Roar. Celebi and Roserade will typically shrug off any attack and threaten a strong Grass Knot or Leaf Storm. As far as other leads go, this set is notably ineffective against Azelf, Roserade, and Starmie, so the rest of your team should be able to deal with them. Scarf Scizor might be a good partner; Suicune doesn't attract Azelf's Fire Blasts or Starmie's Hydro Pumps, so Scizor can switch in and outspeed them with U-turn (although you would still need a way to deal with Focus Sash).

Why would you want hidden power electric on this? Hydro pump covers aerodactyl annd hp grass covers water types bar tentacruel.
 
This seems like a reasonable enough lead but there already are so many of them!
All the pokemon you mentioned in the damage calcs will a) get their Stealth Rock up anyway or b) beat Suicune in one way or another (Machamp can confuse hax, Jirachi can Trick and Metagross can explode on you, etc.).
This can work as a lead no doubt, but there are much more successful ones.
 
Suicune doesn't prevent any lead from setting up Stealth Rock, it doesn't have that potent attacking power that forces other leads to switch out, and it doesn't set up any type of entry hazard. In short, Suicune does not accomplish any of the required qualities that an Anti-lead should have.

Feel free to look at the Locked & Outdated Analaysis sub-forum in order to see how other Anti-leads, that were even able to do more than the one that's in the op of this thread, were rejected.
