Hey all, I've been playing around with this for a few matches and it's pretty usable. Not sure if it warrants its own set or just an OC mention, but it's certainly not crappy, IMO.

[SET]
name: Choice Specs
move 1: Hydro Pump
move 2: Surf
move 3: Ice Beam
move 4: Hidden Power Electric
item: Choice Specs
nature: Modest / Timid
evs: 4 HP / 252 SpA / 252 Spe
ivs: 23 Atk / 30 SpA

Why this set deserves to be on-site:
- Surprisingly powerful and has excellent bulk to switch in multiple times to dish out the pain. Is a powerful tank, and its bulk is what sets it apart from other Water-typed Specs users (Kingdra, Starmie, etc)
- So far is rather unexpected, but even when the surprise wears off, it can still do its thing without much disruption
- Excellent check to many Pokemon in OU, be it Dragonite, Gyarados, Tyranitar, Heatran, etc
- Can lure in checks expecting CM like Zapdos, Jolteon, Rotom-A, Shaymin and Celebi and do a lot of damage to them

Damage calculations (Assuming Modest):
Hydro Pump vs 240 HP / 52 SpD Swampert: 64.34% - 75.81%
Hydro Pump vs 248 HP / 0 SpD Zapdos: 71.28% - 84.07%
Hydro Pump vs 4 HP / 0 SpD Tyranitar (In Sandstorm): 98.25% - 100%
Hydro Pump vs 0 HP / 0 SpD Gyarados: 37.76% - 44.41%
Hydro Pump vs 12 HP / 0 SpD Empoleon: 39.42% - 46.79%
Hydro Pump vs 0 HP / 0 SpD Jolteon: 96.68% - 100%
Hydro Pump vs 252 HP / 0 SpD Rotom-A: 77.96% - 91.78%
Hydro Pump vs 12 HP / 0 SpD Breloom: 71.59% - 84.09%
Ice Beam vs 4 HP / 0 SpD Shaymin: 77.19% - 91.23%
Ice Beam vs 252 HP / 0 SpD Celebi: 65.35% - 77.23%
Hidden Power Electric vs 188 HP / 0 SpD Vaporeon: 45.54% - 54.02%

Additional Comments:
- Bulkier spread of 244 HP / 252 SpA / 12 Spe is fine too if you don't mind Suicune getting outsped by faster Breloom and stuff like that. 12 Spe allowing Suicune to outspeed minimum speed Rotom-A.
- Shadow Ball and Extrasensory are alternate coverage moves, but they don't give you anything special in terms of coverage
- IVs are for legality issues

Teammates and Counters:
- Pokemon to take Electric and Grass moves are nice. A Celebi or Shaymin or your own does well. Roserade can also switch into Specially based Electric and Grass moves and set up Toxic Spikes or Spikes. Specially Defensive Heatran can take pretty much every Grass move and loads of Electric attacks too.
- Something to get rid of Blissey is nice
- Counters: Blissey, Vaporeon (Can Protect Turn 1 after eating HP Electric and stall out Suicune), Lanturn, Ludicolo, Shedinja wall Suicune. If the regular CM Suicune checks can switch in safely (Celebi, Shaymin, Zapdos, Jolteon, Rotom-A), they can destroy Suicune pretty badly

In these matches, I'm either FEGELEIN or TransV1000, I haven't played too many matches with this, so I've only gathered 4 logs so far.

In my experience most of time when Suicune switches in it's forcing something else out so it can usually use Calm Mind as the opponent switches. Life Orb + one Calm Mind boost pretty much achieves everything this set does and more so I think this set is outclassed by the Offensive Calm Mind set currently in the analysis. Can you also explain the rationale behind running both Surf and Hydro Pump on the same set?

Hydro Pump is pretty much for wall-breaking power, while Surf is for late game cleaning and reliable attacking. It's not like Suicune has any better options, anyway.

In not a single one of those logs did Specs Suicune do anything that a standard Offensive Suicune couldn't do (leftovers or lo, it doesn't matter). Not a single one.

I mean I was sceptical before I even read the logs because I do not understand why I would want to lock myself into an attack when after a single CM, Offensive 'Cune is on par with SpecsCune and possibly hits even harder if you choose to use LO.

When I use Suicune I love the fact that nothing sets up on it without taking massive chunks of damage due to the coverage of water/electric/ice and I would even go as far as to say nothing sets up on it. Specs just completely removes that security. It is common knowledge that LO Starmie is much, MUCH harder to deal with than Specs Starmie and I do not see why it is any different for Suicune.

In a metagame full of FWG and more Spikes stack than ever, why on earth would you want to lock yourself into a move when you can simply get to +1 SpA/ SpD and destroy FWG cores as opposed to allowing the opponent setup opportunity and risk being out predicted, there is just no need.

In the OP, you say:
- Excellent check to many Pokemon in OU, be it Dragonite, Gyarados, Tyranitar, Heatran, etc
- Can lure in checks expecting CM like Zapdos, Jolteon, Rotom-A, Shaymin and Celebi and do a lot of damage to them

The thing is.... CM Cune is an excellent check to all of those mentioned in the first sentence also, except you get the added bonus of not getting unnecessarily locked into a move. Bear in mind every single team WILL have something that can set up on any of Suicune's moves should you be locked in.

The only benefit I see in using this over CM is that second sentence. The intial power would be nice on hitting stuff on the switch. But to be fair, after a CM Suicune is not being OHKOed by anything on that list. SpecsJolt Thunderbolt...max of 84%, not even a KO after Rocks and that isn't even taking into account the Leftovers recovery you gain when Jolt switches in. Little bit off the point but you are STILL weakening them on the switch with CM set, prediction also pays off considerably moreso with Suicune than other 'Mons due to its superb SE coverage.

My last point is simply...you lose Lefties. A 'Mon with Suicune's bulk LOVES Lefties.

Summing up:

Pros

~Hitting switch ins a little harder

Cons

~Becomes set up bait (cannot say this enough...)
~Loses Leftovers
~CM gets same power output with just 1 turn, potentially even more.
~CM gets the nice +1 SpD
~Stalled out far easier by Blissey than CM

Just a side note, Timid should be the only option. I don't think Modest even deserves AC as it doesn't help acheive any notable KOs + outspeeding Adamant Lucario, Timid Scrotum, JollyDos/Nite and more (these are just some of the most important).

E: 100th post

E: Agree with below, SpecsDra > this

Just allow me one question:

Why would i ever use this instead of Specskingdra who has arguably better coverage, a higher Special attack and can spam nearly unresisted dragon moves? Specsstarmie (faster, more SpA), Specsvaporeon (slower, but more SpA) or Specsmilotic (way more stronger) do the Specsset better too.

The only thing this Suicune has over Kingdra is its bulk and the bulk f Suicune is better used on defensive or CM-Set because these bulk enables CM-Sets to set up and defensive sets to wall stuff.

Well i guess it doesnt injure anyone when we upload this set, but i question the effectiveness against the background of stronger waterpokemon.

Specs is a totally different beast from Calm Mind (choice is a completely different beast from boosting sets), because while the opponent has a chance to switch to a counter while you boost, with a Specs/Band boost, instead he takes a walloping hard hit, and Suicune is free to switch away from the "counter."

Most teams have very few water resistances, and Specs boosted Hydro Pumps can wear them down very quickly when combined with passive damage and other attacks.

My only concern is that the question bodes-- why not just use Kingdra?

Kingdra has the same speed, better special attack, and most importantly-- STAB Draco Meteor and Dragon Pulse. It even has Sniper (or Swift Swim), which is a much better ability for this type of set (a Sniper-Crit Draco Meteor can kill Blissey, and there for . . . pretty much everything in OU). There are probably many players who would say Draco Meteor and Dragon Pulse is the scarier part of Specs Kingdra, not Hydro Pump and Surf-- Surf and Hydro Pump really being scary because they basically total all Steel Types (while Empoleon still takes 40-60% from Draco Meteor depending on what EV spread).

In other words, it posses a much greater offensive threat. Seeing as Specs Kingdra could use Ice Beam and HP Electric if it chose but doesn't, I'd say it's fair to say STAB Draco Meteor and Dragon Pulse are completely superior.

Kingdra also still sports fairly good defensive stats, and similar (if not better) defensive typing.

I think rather than offensive calcs, you are going to need defensive calcs to show there is some reason to go with Suicune and its greater bulk than Kingdra and its insanely powerful STAB Dragon Attacks.

Keep in mind that the bulk of both Kingdra and Suicune, their capacity to take many hits several times, will be compromised with both getting hack'd by SR as they switch in and out.

edit: Ninja'd >_>

Specs Vaporeon Hydro Pump v. 244 HP / 236 SpD+ Snorlax 37.4% - 44.3% (2hko after rocks and a little bit of extra damage, sandstorm, spikes, etc)
Specs Suicune Hydro Pump v. " " " Snorlax 32.8% - 38.7% 3hko at best
Specs Kingdra Hydro Pump v. " " " Snorlax 34.1% - 40.2% same shit but arguably better typing
Specs Empoleon Hydro Pump v. " " " Snorlax 37.9% - 44.8% basically vappy with better typing ++
Specs Starmie Hydro Pump v. " " " Snorlax 35.2% - 41.6% a little more damage and probably worse typing, but its got speed which matters and trick

so basically suicune works the worst out of all these possible specs water users as far as damage output. its got natural bulk which matters, but so does vappy who also has baton pass to scout for checks/counters and it also has stuff like heal bell or wish or whatever. i dont see why you would use this and not calm mind or something.

but so does vappy who also has baton pass to scout for checks/counters and it also has stuff like heal bell or wish or whatever

... Are you seriously going to run Wish/Heal Bell on a Specs set?? Anyway, like most people have wanted me to mention, Suicune's main attraction in this set is being able to hit very hard but retain a truckload of bulk. No other Specs bulky Water has the amount of bulk that Suicune does, which should be capitalised. Again, I'm not sure if this set deserves its own set on-site yet, but it should at least get an OC mention IMO.

Its not really doing anything more than offensive cune. The ability to change attacks is nice and relying on stab hydro pump is kind of risky in a metagame where every percent counts.

But, I don't like the LO cuts at Suicune's terrific bulk. With a pokemon like Suicune, the enemy should be forced to fight for each Health Point he manages to dent in.

Besides, for the most part boosted water attacks are the only real source of power Suicune has anyway-- ie, Suicune has a lot less need to switch between attacks than most choice users because Specs Water is nutz, while Spece HP Electric and Ice Beam are kinda . . . well . . . not nuts . . .

Ice Beam is pretty much only for Dragonite, Celebi and Shaymin. Shaymin and Celebi outspeed and force you out anyway (with Celebi getting more and more offensive and Grass Knot hitting with ridiculous base power), so the ability to switch to Ice Beam is pointless. Dragonite is the only enemy where LO is better than Specs as far as Ice Beam goes.

As for Hidden Power . . . It sucks!~! Its only real purpose is letting Suicune be a last-ditch Gyarados counter, and really it can probably do that even switching out and back in once. Otherwise, just pack an extra Gyara counter for when it switches into Suicune's water attacks (because everyone loves switching Gyara into Suicune, lol).

Overall, I think the idea of a Specs Suicune is actually more interesting than LO Suicune, only really missing out on the chance to CM sweep in the late game.

Again though, I pulled LO Suicune off my last team for Specs Kingdra, and I think I'd still go with Specs Kingdra over either . . .

Especially with the same Specs set, both Kingdra and Suicune being forced to make many switches due to choice lock and thus take multiple SR hits, I am skeptical as to th exact value of Suicune's extra bulk.

For a Specs Water-type, I will always use Vaporeon. The difference between base 90 Special Attack and base 110 Special Attack when you slap on Choice Specs is enormous. With Modest and 252 SpA EVs on both, Vaporeon hits 525 SpA and Suicune reaches 459. This is also coupled with the fact that most players will assume Vaporeon is a support variant and therefore offensively weak, whereas Suicune is generally seen with Calm Mind and seen as a setup threat. For a Specs Pokemon, the opponents that Vaporeon lures makes that set far more deadly. (SpD Skarmory sometimes tries to set up on Vaporeon for instance, but wouldn't try that with Suicune) These things come together to show why Vaporeon is a way better Specs user than Suicune and why this really doesn't deserve a set at all.

I dunno man. As far as a Suicune set goes this is probably the least scary set it can run. Calm Mind sets are scary because it's reasonably fast and hits hard after a boost especially if it's packing life orb and it's even scarier because now it's harder to take down from the special side where most of its weaks come from. Base 90 isn't that good looking for a specs set on a mon that has a setup move. Just setting up a calm mind gives you so many options on the switch. Specs you're forced to predict with a mon that only has mediocre special attack. I don't like it.

also while i'm at it: let's not compare this to other mons. just compare it to other sets suicune can run. i'm saying that viewed objectively this is probably the worst reasonable set suicune could run. kingdra has no place in this argument bee tee dubs.

I agree with Jabba here. Suicune is far more threatening if it CMs as Zapdos comes in, because then it outspeeds Defensive variants and can Ice Beam them to death, or takes a hit from offensive variants and does the same. The CM set's checks all need to be able to take a boosted "anything" from Suicune anyway and this set just seems like it's more checked by the standard stuff than any of the other sets.

I disagree.

If you are going to make comparisons between sets at all, measuring their effectiveness, I think Specs Kingdra is much more relevant than CM Suicune.

Comparing between sets with a similar style of play is a much better way of judging a set's effectiveness than comparing between sets that use completely different mechanics/strategy even if it's the same pokemon.

For instance, if we were talking about Lead Azelf, it would be much more pertinent to compare it to Lead Infernape or Aerodactyle than to compare it to a Nasty Plot Azelf set. >_>

The 1 turn a setup sweeper takes before it even gets the chance to use its boosted attack makes it a totally different game from a pokemon that has the power to attack outright. Suicune's bulk makes the situation a little different, but generally speaking the fact that most setup sweepers will have to take a hit (or bet on the opponent switching) before they can even start attacking makes it a completely different game from a non-setup offensive pokemon.

See, the issue with Kingdra is that "the common switchin" for Kingdra gets completely raped by a Specs Hydro Pump / Draco Meteor because it is expected to be a physical sweeper. However, absolutely every major Suicune switchin is expected to be able to eat a boosted special Water-type attack, because that's simply "how Suicune plays".

Dusk is right about the Specs Vaporeon comment. The shock value has way more value on a supporter with relatively high special attack than a boosting sweeper. For instance, Skarmory and Brozong can't set up on you anymore, Scizor can't get a free SD/Uturn, etc.

Being able to switch moves is very important for Suicune because of the ease with which other Pokemon could set up on it, which would have otherwise been alleviated with any other set you could have used. Also, if you think about it, these are the very same Pokemon you used to be able to check/counter. Heatran gets a free sub/attack on your Ice Beam...but oh shit, Suicune was your counter to him. Guess I'll switch out and let it rack up immense damage. Then Dragonite gets a free DD or Draco Meteor when you could have killed it outright with Ice Beam. Way too much to deal with, IMO.

Suicune's overall utility is greatly compromised with this set, especially with a role that it never needed to undertake in the first place. The surprise factor works far, far better for stuff like Vaporeon and Swampert, who actually have the muscle to pull it off, and don't get CM to do basically the same thing anyway.

Why limit yourself to only comparisons with that Pokemon? That's a fairly arbitrary distinction, honestly, and all that would lead to is hundreds of cluttered analyses with tons of outclassed sets because we pretend Pokemon is a game played in a vacuum.

Anyway I agree with SDS / everyone that Kingdra kicks the metagame in the ass with Specs and that Suicune doesn't do anything in particular better than Kingdra with this set.

Comparisons to other Pokemon are usually valid in the sense that, say, you're highlighting why a certain set could be utilized much better on them and how the Pokemon in question has other, much better roles to fulfill. The throwaway "outclassed" label only accounts for the former side of that analysis and leaves us with the question of why exactly we wouldn't want to use this specific set on this specific Pokemon.

Suicune, Kingdra, and Vaporeon are all obviously different in key areas, and one could be used over the other for any number of reasons (Vaporeon for pure power and semi-support, Kindra for neutral coverage, Suicune for better survivability), so the fundamental issue here is whether or not this set works for Suicune.

Personally, I think the prediction issue is a huge hassle that doesn't pay off for a Pokemon that doesn't have the raw power or coverage to compensate. CM doesn't punish its switch-ins right away, but it eases the prediction front, allows it to check and counter everything it needs to at once, and can open the potential for a sweep. You're usually going to be in a better position with CM than you will with this set, since you get the same power without being locked into the move or required to fire off blindly in hopes you hit the intended target.

This is kinda similar to Specs Slowbro, which is very useable in OU...
However, I don't see any reason for this to be on site. I tested it briefly, and SubCM Suicune and the three attacks variant are both much more effective.

I dunno about this. Vaporeon and Kingdra seem so much easier to fit on a team because Vaporeon has Water Absorb and higher special attack, while Kingdra has awesome 4X Resists to Water and Fire and amazing dual STAB coverage. You could argue that Suicune is sturdier, but its lack of recovery from Water Absorb and taking a whopping 100 Base Power from Grass Knot make up for this.

Is this really still an issue after it was just recently decided on lol

You can compare it to other mons but you can't leave out a viable set just because another mon runs something similar that "outclasses it." An analysis should show what a Pokemon does well. A mention of the Pokemon that outclasses it should be put in the analysis of course, but besides that it's not relevant. I really thought I was done having to say this blurb.

Why limit yourself to only comparisons with that Pokemon? That's a fairly arbitrary distinction, honestly, and all that would lead to is hundreds of cluttered analyses with tons of outclassed sets because we pretend Pokemon is a game played in a vacuum.
You say this every time and it never ceases to be ridiculous. This is based on some kind of assumption that every Pokemon currently has several sets that aren't on their analysis because they're outclassed but that just isn't true at all and you'd have an extremely hard time trying to show any evidence that would support your claim. Stop making it unless you can produce some.

Also noting SJCrew made a couple of my points in a better way lol

Well if that's what we decided from the Analysis stand point, that's cool. I'll try to keep that in mind when posting in QC and stuff. Thanks for clearing that up Jabba.

Does Signal Beam merit a mention for being able to OHKO 252/0 Celebi with Stealth Rock and Leftovers?

It's not like Suicune really needs two water moves.
