Why this set deserves to be on site:
-Healing wish brings back hurt sweepers and gives them a second chance at sweeping.
-Good speed and above average bulk.
-Access to oth Rain Dance and Sunny Day.
-Healing Wish seperates it from Uxie in setting up weather.


[SET COMMENTS]

-Great for setting up weather for your sweepers.
-Grass Knot is for hitting Rhyperior, Lanturn and Milotic
-Stealth Rock over Grass Knot if you do not have another Pokemon with Stealth Rock on your team.
-Psychic destroys Toxicroak, which is a huge prolem for Rain Dance teams.
-Levitate gives it more chances to switch in.


Additional Comments:
-Thunder over Grass Knot for hitting Milotic a bit harder.
-U-Turn over Healing Wish if you want to keep Mesprit alive to set up weather again.
-Pokemon with the abillity Swift Swim, or Chloryphyl are required team mates.
-Countered by Dark-types with Pursuit such as Absol, and Spiritomb.
-Faster Pokemon with Taunt screw you over, especially Alakazam.
 
Maybe a slot for U-turn so you can break the Sashes of Taunt users like Alakazam?

Otherwise it looks decent.

I personally think Stealth Rock should be the primary slash over Grass Knot. Sure Grass Knot hits Omastar and Kabutops, but that isn't as significant as getting up rocks. It aids your rain sweepers a lot as just about all Rain teams are offensively natured.

Otherwise it looks decent.

i meant to have Stealth Rock as the primary slash, it was just a mistake.

Although they don't have any 8-turn items, it should be mentioned that Mesprit can set up Sandstorm and Trick Room.

Hippopotas out-classes it at Sandstorm, but Trick Room could be an AC comment. But I like the set!
 
Trick Room is already in Mesprit's Optional Changes section on the Analysis, and like you said Hippo sets up Sandstorm better, and there is an item that extends the length of Sandstorm, it's called the Smooth Stone.
 
I was unaware of the smooth stone. But since Sandstorm is only used for stall anyway, it wouldn't do to have to set it backup every 8 turns.

2. Does U-Turn deserve a secondary slash at least? After all, why I would choose Mesprit over the faster and bulkier Uxie would be Healing Wish or a slower U-Turn, so that Mesprit takes a hit for the te and your Rain sweepers come in safely. I was thinking of slashing U-Turn with Stealth Rock and Grass Knot. Also mention in the comments that if you're using U-Turn, you can run 0 Speed EVs and a -Speed Nature, probably shifting the extra EVs to Special Defense to come in on Grass Knot or TBolt
