- Charizard recieves 390 Speed with Scarf and benetifial nature for Speed, so he can focus only on both Attacks
- Fire Blast is main STAB move, what hits anything it doesn't resist that
- Hidden Power Grass destroys Waters and Rocks (except Milotic and Slowking)
- For these Pokemon there's Thunderpunch, what does something.
- Focus Punch OHKOs Chansey

  • Option of changing the nature to Lonely/Naughty and giving a bit of Speed EVs instead of Attack
  • There's a lot of combinations: Flare Blitz, Dragon Pulse, Air Slash, Outrage, Hidden Power Electric instead of Grass, Focus Blast, Flamethrower for more accuracy, and so on.
  • Feel free to combine with every option of this set, every has its own use.

Charizard needs Rapid Spin to get rid of Stealth Rock, but on the other hand it brings you closer to the Blaze
- Baton Passer with Attack, for example Floatzel (shares only Electric weakness)
- Pokemon with Sunny Day, Fire Blast becomes 100% accurate and gets a boost
- Something that easily eliminates Milotic and Slowking

Counters were mentioned a lot of times:
- Milotic and Slowking- these are two threats that resist nearly every set that Charizard has
- Moltres in set without ThunderPunch
- Ludicolo in set without Air Slash (hard to do something before killed with Surf)
- Strong priority attacker, like Azumarill
 
No offense, but I'm not sure if you're even taking your sets seriously. You seem to just post the first idea that comes to your mind. PLEASE test your sets out in the future.

Now, I'll number the statements in your thread that you make, and then list the problems.

1) I'm guessing you mean "which" instead of "what". Anyway, if Thunderpunch is in there to just beat Milotic and Slowking, I would rather go with Earthquake, which has more power and coverage.
2) OHKOing the worst physically defensive Pokemon in UU (Chansey) with a powerful SE physical move (Focus Punch) isn't really an accomplishment.
3) ...To be honest, I'm not sure exactly what to say to this. You shouldn't have a ton of combinations for one set. Ever. Plus, this makes it seem like you haven't tested your set.
4) A Baton Passer for Special Attack could help too. Also, Floatzel is a frail Pokemon, and if you try switching it into a resisted move, it will usually be 2HKOed or something like that.
5) FIRE BLAST IS ALWAYS 85% ACCURATE, EVEN IF IT"S IN THE SUN. You're confusing it with Thunder and Rain Dance.
6) You're supposed to provide a certain Pokemon that can work, like Tangrowth or Venusaur

I know I seem mean when I post this, but I just want to get my points across to you. However, you need to test your sets before submitting them to QC. I will admit that you do have interesting ideas now and then, and some deserve OC mentions. In my opinion, a ScarfZard is one of those OC possibilities, mainly because of its great movepool and good offensive stats. Unfortunately, the way you presented it wasn't good. Hopefully you'll be able to present your ideas in a more serious tone after extensive testing.
 
Agreeing with Flashrider57. Also, with a positive speed nature and only 4 evs, Charizard does not attain "big, big speed". it reaches 390 speed. I would just make this a 4 HP / 252 SpA / 252 Spe spread with hasty/naive, and make it purely special. Charizard's Atk/SpA is still pretty low without the boosts.
 
Optional changes is where this should be. Charizard's movepool is too predictable and coupled with his weakness to Stealth Rock and numerous amount of counters that it has, I don't see this going far. Using Focus Punch on a Choice set is ridiculous.

Charizard is an inefficient revenge killer due to Stealth Rock, and aside from revenge killing random stuff, there's no need for the scarf - base 100 Speed is fast enough. Furthermore, this set doesn't fare very well against Milotic and Arcanine, Charizard's two most common counters.
