Since this is a 1v1, I'm going to post the Pokemon here.

Ice-eyes employs a Voodoll named Radke.

Well, not much I can do first round. Let's start by doing what my team does best: annoying the opponent to death.

Will-o-wisp to lessen the pain, Confuse Ray to... confuse, and finally Thunderbolt to... whatever.

Round 1 Begin!

Our two combatants are released onto the field, glancing around and taking in the arena. Then they battle. Cloak builds up a ghostly ball of flame and shoots the Will-O-Wisp at Radke. The Voodoll quickly rips a piece off his body and sews it into a Substitute doll, hiding behind as the Will-o-Wisp strikes the doll...and does nothing.

Although obviously frustrated by his initial assault's failure, Cloak composes himself and launches a purple beam of Confuse Ray at Radke. However, the Voodoll simply hides behind his Substitute again, making the attack useless. He then decides to get some Payback, running out from behind his Substitute and smashing into Cloak.

Getting back up, Cloak finally gets sick of the pesky little doll blocking all his attacks. He fires a crackling Thunderbolt at the Substitute, leaving Radke staning behind a tattered shred of cloth. Annoyed by the destruction of his protection, Radke gets mad and slams into Cloak with another Payback.

Right Voodoll! Your life force was in that Substitute, and Gastly has almost completely wrecked it! Get some Payback!

Payback --> Payback --> Payback
If it tries to use a status move after the Sub has been destroyed, set another one up (15HP) instead of using that action to attack.
 
First, take the Payback, then fly over to the center of the pool. On action two, Thunderbolt the water as he swims through it, hopefully dealing lost of damage to him while he's submerged. Finally Confuse Ray, as he has to move through water, so a lot of his speed is lost. Therefore, you should be able to Confuse him as he substitutes.

Round 2 Begin!

Radke starts off the round on the offensive, angrily slamming into Cloak with yet another Payback. However, he can't sufficiently rile himself up to put all his strength into his attack as Cloak hasn't attacked yet. The Ghastly picks itself up and floats away out over the water, hovering smugly over the middle of the pool.

Enraged by his foe's cowardiance, Radke obliges, leaping into the water and beginning to paddle its way over to Cloak. But before he can reach Cloak, the Ghastly shocks the water with a Thunderbolt, the electric current easily blasting through the remains of Radke's Substitute and coursing through the Voodoll.

The stunned Voodoll paddles back to shore and begins ripping cloth off himself again and frantically sewing it together. Before he finishes sewing his new protection, Ghastly releases a purple Confuse Ray beam, inflicting Radke with Severe Confusion. Despite being confused, Radke finishes his Substitute and holds it up, dazed but ready to defend himself.

... how did this even last into round three?

I have no idea how this is going to work, but let's keep pushing. If Voodoll attacks, charge up energy for the entire time it takes for the attack to complete, and then blast it at the top of the cavern. At point blank, you should be able to strike Voodoll as the attack goes up. If the roof collapses, Levitate back through the rubble (intanibility) and strike the water with a thunderbolt. If Voodoll ever manages to attack again through the debris pinning him under the water, I would honestly be impressed. Oh, and at close range his one speed point lead should prevent him from striking last, but always charge up, unleashing the thunderbolt right after he deals the attack (assumes roof doesn't collapse first turn). In the possibility it doesn't collapse, keep trying to bring it down.

If he doesn't try to swim and attack, just shoot Thunderbolts at it, and implement the strategy when he attacks.

In short, Thunderbolt~Thunderbolt~Thunderbolt (and yes, I am aware of the attack spamming ruling)

Seeing as you're not actually in the water, Radke, you should be safe as long as confusion doesn't strike. As it tries to float away towards the roof and collapse it, Pursuit it for massive damage. Most of the debris will be falling in the pool, so it won't be too much of an issue. You're safe behind the Substitute, so wait for Cloak to levitate back through the debris and then pick your moment. After it attacks and hits the Sub, strike it with a boosted Payback. Then, if it's still not dead, finish it as quickly as you can with another Pursuit.

Round 3 Begin!

Radke goes out first, jumping into the pool and swimming towards the annoying little Ghastly sitting in the middle of it. Completely calm, Cloak begins to charge up electrical energy in his body, floating towards the roof of the cavern. Radke leads out of the water to follow the fleeing ghost, striking him with a Pursuit before dropping onto the shore on the other side of the oasis. Cloak finally finishes charging his Thunderbolt, and blasts it at the roof of the cavern. It collapses, chunks of debris raining into the water.

Cloak slowly and cautiously floats down behind the debris, wondering if his destruction of the arena was enough to finish off his foe. Seeing Radke unharmed on the other side of the pool, he grimaces but fires off another Thunderbolt towards the Voodoll. The attack hits Radke's Substitute, damaging the doll a bit but not completely destroying it. Annoyed by the continued existence of a physical Ghastly (really?) Radke jumps towards Cloak and hits it with another Payback.

Cloak begins to charge another attack-but we will never know what it was. He suddenly shudders and falls to the ground, knocked out.

This was a pretty good battle. I'm surprised how well Gastly took care of itself before it died, nice job guys ^_^ and smashlloyd you reffed that really well, I'll look forward to more battles from any of you.
