On Both Earthquakes, you need to lower the Base Attack Power to 75% because its a spread move in a Doubles Battle, so that it's 7.5 BAP vs. Hippo, 7.5 BAP vs. Lileep, and 7.5 BAP vs Gastly - then use their Rank differences ([3-3 = 0], [3-4 = -1.5] BAP, and [3-2= +1.5 BAP] respectively). This will alter damage significantly.
Lileep is also neutral to Earthquake, not weak to it, and it has Rank 4 Defense, so it should actually take the least damage.
 
Right then,

Time to get serious.

Queen, begin with Rock Slide to start using that Sand Force bonus, then use an Earthquake + Earthquake combination on Round 2. Cool Down Action 3, and use Earthquake if your combination somehow gets disrupted.
If Gastly uses Hypnosis on you action 1, Protect instead.

Rock Slide ~ Earthquake + Earthquake ~ Cool Down (Earthquake)
IF Gastly Hypnosis Hippo A1 -> Protect A1.

Anemone, Begin with another Earth Power aimed at Gastly, then use Rock Slide, and finish up with Confuse Ray on Munchlax.
If Gastly uses Reflect Type action 1, Toxic Gastly instead.

Lileep, begin with Stealth Rock, followed by Giga Drain, and end with Toxic.
 
(AN: No one reminded me Earthquake had spread penalty. Lileep therefore gains 6 HP, and Munchlax gains 4. Gastly still faints.)
