If you would take 2 minutes to open the NDA and simply try to understand a single stanza of text then you would see that it is [2(Priority) - 2] for Same-move combinations, which is exactly as I described it.

Even if it was -6 then whatever is the matter? Solar Beam hits. But for your sake, because apparently the handbook is not crystal clear enough, here you go:

I think you forgot to include Brick Break in Drilbur's moves because Drilbur learned it after I posted that I would challenge, but before the challenge was taken by you. Or maybe I'm dumb and am missing things in the rules.

I can use subs, just not action subs (or whatever they're called). Chance subs and KO subs are legal, so I would assume that the subs I used were legal.

Anyways, I choose

. Should (ideally) be another good match-up. But, as my prior experience shows, a probable, but not certain good match is usually bad.
Knowing my luck, it'll probably be an Emolga.
 
As you said, you're allowed to use chance subs and KO subs, your subs falled into neither. "If Fire Blast burns you then..." it's a chance sub, because there is a chance that it will happen (10% in this case), "If you hit yourself in confusion...", "If your attack misses..." etc... are all examples of chance subs, your sub was a move substitution because you made a response in case my mon used a move, Counter, if you want to learn more about this I suggest you read the beginner book and any rules you don't understand I'll be happy to help with
