Evolution to Wartortle also happens at level 16.
Wartortle gets Rapid Spin at level 20.

According to this picture, the Blastoise line is able to learn both Dragon Pulse and Aura Sphere through breeding.

Are you sure this is real !? There is no Pokemon in the monster or water 1 egg groups that can learn aura sphere... or anyone besides for Lucario who can learn dragon pulse and aura sphere. Of course it could be a generation 6 poke, but none of them seem to fit the requirements either.
 
They could come from Clauncher, who is apparently in Water 1.

EDIT: Clawitzer - Clauncher can't learn those moves but Clauncher gets them at level 1

I can confirm that Squirtle does indeed get Aura Sphere and Dragon Pulse as egg moves from Clawitzer.

Guess Gamefreak didn't want Mega Blastoise to have a squandered ability.
