Confusing Issue with Certain Pokemon(s)

Well today a plan to run a team in OU when I was stopped by the most confusing restriction. Why is Raikou limited to just being a Rash nature? You can legally get any nature Raikou in Heart Gold and Soul Silver and transfer them to X and Y. I have a legal Timid Raikou that I caught with a quickball sitting in my PC, I don't see a fair reason for a restriction here. Also setting the nature to Rash makes it shiny... is only the event shiny legal? And no clue if Suicune and/or Entei are suffering the same fate.

If I recall correctly I think aura sphere is an event move only so you have to be rash and shiny yes?

Pokegen is not a legitimate method of obtaining pokemon and you can only use pokemon that are legitimately obtainable in the cannon games on pokemon showdown

Exactly, which means you get it from Gen III since you can transfer pokes from XD to cartridge.

You can't transfer shadow Pokemon to other games before they are purified I think.
